【新唐人2012年8月13日訊】8月10號上午,重慶市沙坪壩區一家銀行儲蓄所門前,發生一起「持槍搶劫」殺人案。重慶警方隨後發佈通告,確認嫌犯為重慶沙坪壩區人周克華,並懸賞50萬元抓捕嫌犯。據說,周克華從2004年至今,已經在江蘇、湖南、重慶等地多次作案,各地「懸賞」緝拿周克華的獎金總額,已接近400萬元。大陸民眾質疑警方的治安能力,認為,中共當局花費龐大經費所謂「維穩」,而攸關民眾生命財產安全的治安問題卻執行不力。

重慶市沙坪壩區的這件殺人搶劫案兇嫌周克華,據報導,已經在8年內犯下8件命案,有8人被他槍殺,5人受傷,但警方一直無法將他逮捕,並且研判他仍有犯案的可能!

目前,公安部發佈A級通緝令,重慶軍警荷槍實彈,全城搜捕周克華,大批持槍警察在各個路口、橋口設卡查車。武警穿防彈衣,一輛一輛檢查公交車。重慶市民發微博說,多個路口被封,導致交通堵塞。

警方的通緝令和相關報導,2004年至今,周克華已在江蘇南京、湖南長沙等地作案多次。2004年,警方開始「懸賞」周克華。今年1月6號,南京市發生了銀行取款人被悍匪打死,並搶走巨款的血案後,案件被列為全國「第一號案」。而嫌犯周克華再度在重慶持槍搶劫殺人,更是震動了全國。

重慶維權人士韓良:「他(周克華)的身高,他的體重,他的長相,他的甚麼都知道,它(警方)就是逮不著!這是個笑話呀!這成了大笑話!一個腐敗的社會,是辦不了任何事情的,花的錢是老百姓的,還要老百姓來檢舉?你們每一次打電話來,公安局都竊聽了我的電話,你們打電話來,我有權利發言!竊聽電話這是犯了國際法呀!他把我電話長期竊聽,還有我的很多朋友都被竊聽了,他們完全是黑社會的動作!」

從8月10號下午開始,湖南長沙警方就抽調警力前往重慶。據媒體證實,重慶警方圍捕周克華的行動中,一名警察「犧牲了」。

「深圳當代社會觀察研究所」所長劉開明:「政府的力量不是放在治安上,我覺得是放在怎麼限制老百姓的活動上,治安上面我們投入的警力就不夠。應該說,重慶也不是不重視這個案件,我看到媒體報導說,有幾個警察好長時間是跟周克華的母親在一起生活。周克華的母親沒有任何的犯罪嫌疑,不能因為她的兒子有犯罪,就干擾他母親的生活,這也是不對的!」

民眾發出質疑聲浪,表示:為甚麼警方抓不到周克華?如果繼續抓不到,他的下個作案地點在哪?而各地「懸賞」緝拿周克華的獎金總額,已接近400萬元。

大陸維權律師李向陽:「現在中共拿出的維穩經費,已經超過了軍費了!維護了他們政府(政權)的安全。他們就把老百姓就當一群鵝、當一群狗,這樣看待的。」

網友認為,這一大案也是在考驗當局的執政能力。

韓良:「他們公安局的人經常來我家裏,他們也崇尚民主,他們也反對獨裁,但是這個制度沒辦法,這個制度他們只能培養貪官污吏,只有歪門邪道才能發財,他們拿著槍桿子、拿著刀把子,他們殺人!這樣的政權是全世界最惡劣、最黑暗的、最反動的政權。」

南京大學文學博士,現任「深圳當代社會觀察研究所」所長的劉開明認為,中共當局有足夠的行政資源和警力來維護社會治安,但是,因為多數中共官員考慮的是眼前的利益,關注的是自身或政權的穩固,而不是老百姓關注的事情。

Suspected serial killer still at large despite bounties for his

capture of 4 million Yuan

On the morning of August 10th, armed robbery and murder

took place in front of a bank in Shapingba district, Chongqing.

Soon afterwards the police announced the suspect was

a local resident Zhou Kehua.

A 500,000-Yuan bounty was offered for the capture of Zhou.

It is reported that Zhou has repeatedly committed crimes

in Jiangsu, Hunan, Chongqing and other provinces since 2004.

The accumulated amount of bounty for him

totals more than 4 million Yuan.

After the robbery, some Chinese civilians cast doubt

on the police capability in maintaining public security.

They remarked that although the Chinese Communist Party

(CCP) spent huge money on the so-called “stability maintenance”,

the funds were not mainly used to protect the

safety of Chinese people’s life and property.

Zhou Kehua, suspect of the armed robbery and

murder case in Shapingba district, Chongqing,

was reported to have committed eight murders

in the past eight years.

Despite the fact that he has killed eight and injured five more

in those cases, the police have been unable to capture him.

To make things even worse, it is speculated that he might

commit more killing in the future.

Currently, the Ministry of Public Security has issued an

A-level arrest warrant capturing Zhou Kehua.

Many armed police were assigned to crossings and bridges

for vehicle inspection. The buses were also strictly inspected.

Some Chongqing resident posted messages on weibo saying

many intersections were blocked leading to traffic congestion.

According to the police and some other reports, Zhou Kehua

repeatedly committed crimes in Nanjing city, Jiangsu,

Changsha city of Hunan and other places since 2004.

The police began to offer bounties for him in the same year.

On January 6th, 2012, a resident who just withdrew money

from a bank was killed by a violent criminal who took it.

This bloody murder has been recognized as

the “No.1 case” nationwide in 2012.

This time Zhou Kehua was suspected of the murder and

robbery again in Chongqing, which shocked the whole nation.

(Han Liang, human rights activist of Chongqing):”His

(Zhou Kehua’s) height, weight, appearance and

every characteristic are known well

but the police still cannot capture him.

This is a joke, a big joke. As we see, this corrupt regime

has no capability to accomplish anything.

After all, the CCP collects money from the civilians

and should not depend on civilians to report the criminal.

However, the public security bureau has eavesdropped

on every single call when you (NTD) contacted me.

I have the right to speak and this is violation of

International law.

They have eavesdropped on me and many of

my friends over a long period.

This is completely the behavior of gangsters.”

Since the afternoon of August 10th, some of Changsha

police forces were allocated to help Chongqing.

Some media confirmed that a Chongqing policeman was

killed in the attempt to capturing Zhou.

(Liu Kaiming, director of Contemporary Observation Institute,

Shenzhen): ”In my opinion, the government focuses on

restricting activities of the civilians rather than

protecting safety of our people.

Therefore we don’t have enough police forces

to maintain public security.

We can’t say that the Chongqing government

does not take the case seriously.

However, I read from some media report that several

police officers live together with Zhou Kehua’s mother.

Zhou’s mother is not a suspect. You can’t interfere with

her life just because her son is a criminal. This is not the correct way to do that.”

Many Chinese civilians have questioned why the police were

not able to capture Zhou and where Zhou would commit the next crime as he was still at large.

Meanwhile, the accumulated amount of bounties for Zhou

from different cities has reached nearly 4 million Yuan.

(Li Xiangyang, mainland human rights lawyer):”The CCP’s

current spending on stability maintenance has exceeded the military expenditure.

They only protect the safety of themselves,

including their governments and regime.

On the other hand, they treat the civilians as if

they were a crowd of geese or dogs.”

Some netizens also remarked that the murder case was

a test of the CCP’s capability in governance.

(Han Liang, human rights activist of Chongqing):

”The public bureau staffs frequently visit my home.

Although they claim to support democracy and oppose

dictatorship, they can do little about the CCP’s regime.

This regime encourages corruptions and you can hardly

make much money unless by crooked or evil means.

They (the CCP) kill people with guns and knives.

This political regime is the most evil, dark one

which is against humanity.”

Liu Kaiming, Doctor of Nanjing University and incumbent

director Institute of Shenzhen Contemporary Observation,

remarked that the CCP had enough resources and

police forces to maintain the public security;

however, most CCP officials only care about protecting

their own benefits or stability of the regime with the resources rather than care the needs of the people.
