【禁闻】独家曝光 狱警揭沈阳监狱黑幕(上)

【新唐人2015年2月11日讯】上网、打游戏、听MP3、看电影、玩宠物、吃大餐等,听到这些,人们自然会想到的就是休闲娱乐、渡假旅游的好去处。但您恐怕无论如何也想不到,享受这种吃、喝、玩、乐俱全悠闲生活的,竟然是一群“高墙”内的犯人!下面我们一起来看看这到底是怎么回事。

在辽宁省沈阳市马三家镇,有一座占地40多万平方米的巨大监狱城,号称“中国首座监狱城”,由时任辽宁省省长的薄熙来亲自主持兴建,耗资10亿元人民币。

监狱城由沈阳第一监狱、第二监狱、新入监犯监狱、省女子监狱等四大监狱,以及一个监狱总医院组成,几乎将辽宁省重点监狱全部囊括其中,被称为薄熙来的“政绩工程”之一。

2月5号,大陆《澎湃新闻网》以8千多字的篇幅,在国内独家揭密了沈阳监狱城内第二监狱的种种乱象,不但披露了有服刑犯人吸食毒品、聚众赌博、过着渡假般的生活,更进一步曝光了狱警受贿、夹带违禁品和毒品、殴打犯人、超期禁闭、从事减刑和保外就医交易等等黑幕,令外界一片哗然。

然而,一位曾经在沈阳监狱系统工作十多年的狱警,向《新唐人》披露,上述的种种乱象,不仅仅发生在沈阳第二监狱,而是遍及整个沈阳监狱城乃至全国的监所。此外,能够享用手机上网、PSP玩游戏、MP3听音乐、DVD看碟、用现金买东西甚至找女人开房的,只存在于狱中有钱、有势、有门路的“特权阶层”。

原辽宁省沈阳市司法局康家山监狱干警雷凤春:“到那里分三六九等,有(狱)霸,一般有钱有势的干点‘俏活儿’,都是犯人管理。他们呢,又一种待遇,这就是有钱有势的。在社会上他可能是比较有名有声的、地痞流氓啊、像这样的他们能享受很多好的待遇。监狱也允许犯人和家属可以同居啊、也可以在里头吃高价餐⋯⋯那简直都不像话,现在很多监狱很普遍的。”

与这些“特权”犯人相比,大多数没钱没门路的普通犯人过的日子,则可以用“煎熬”来形容。他们不但每天要从事长时间、高强度的劳动,挨打、挨饿、受罚、遭虐待更是家常便饭。如果不幸生病又没有钱,即使病死在狱中,也不会被批准“保外就医”。

雷凤春:“当时我在监狱的时候,比如减刑大部分都是花钱减刑,特别是保外就医大部分都是花钱,不花钱根本想保外就医保不了,减刑也减不了。监狱不有医生吗?先给医生送钱,送钱之后需要‘保’多长时间再和监狱长沟通,再到哪个固定医院,哪个医生还要给钱之后进行作弊,太多了这里头。”

恶劣的环境使得沈阳监狱城每年都会出现大量非正常死亡事件——很多犯人是被打死、虐待死、过劳死、病死甚至饿死的。但是,在狱方一手遮天的处理下,这些黑幕往往很难得到曝光,就连家属也无法得知真相,或者是有冤无处诉。

据《澎湃新闻网》曝光,仅2012年到2014年期间,沈阳第二监狱至少发生了四起服刑人员死亡事件。虽然监狱医院开具的死亡鉴定不是“突发疾病身亡”就是“自杀”,但家属看到的,却是亲人伤痕累累甚至残破的身体。

雷凤春:“监狱在里服刑的犯人谁也不敢投诉,他敢投诉吗?现在各个监所它们搞的私密的东西很猖獗的,另一方面都互相关照的。所以这个都得需要暗访,不暗访根本都曝不了东西。虽然监狱有驻里面的检察院,那检察院和谁是‘一家的’?它不能和犯人‘是一家的’。有些事情大事化小,小事化了。”

令人难以想像的是,整个监狱城中待遇最差、干活最重、挨打最多、被超期关押和关禁闭时间最长的,还不是这些普通犯人。

Exclusive: A Former Prison Guard Tells Inside Stories

Upon hearing the scenarios of surfing on the Internet,
playing video games, listening with MP3, watching movies,
walking pets, savoring fancy meals, etc., people tend to think
that they are something at entertainment parks or holiday resorts.
But you may never believe that those who enjoy themselves
with feasting and various kinds of entertainments turn out to be
a group of inmates in a prison.

Let´s take a look at what´s going on there.

Situated in Masanjia Township in Shenyang City,
Liaoning Province, the giant prison, known as “China’s First
Prison City," covers an area of over 400,000 square meters.

It was built with the support of Bo Xilai, then governor
of Liaoning Province, at a cost of one billion yuan.

The Prison City is composed of Shenyang City First Prison,
Shenyang Second Prison, New Inmates Prison, Provincial
Shenyang Women’s Prison and the General Prison Hospital.

Almost all the major prisons in Liaoning Province are included
in the Prison City, which is also known as one of Bo Xilai´s
major achievements.

On Feb. 5, China´s ThePaper.cn published an article of 8,000
words to exclusively expose the inside stories about the chaos
in Shenyang Second Prison.

Not only did it reveal the fact that some inmates took drugs,
gambled, and led a holiday-like life, but it also further
exposed the scenarios about guards accepting bribes,
smuggling drugs and contraband, beating-up inmates,
illegally extending confinement, reducing jail terms
and giving medical paroles.
It has made quite a stir in society.

However, a prison guard who had worked in the Shenyang
prison system over ten years told NTD TV that
the scenarios mentioned above have not just happened
in Shenyang Second Prison.
They also took place in other prisons throughout
the entire mainland of China as a whole.
In addition, it is also possible to surf the Internet with smartphone,
play PSP video games, listen to MP3 music, watch DVD films,
and even spend money to call in prostitutes.

But these things were only limited to those wealthy,
powerful and privileged inmates.

Former prison policeman at the Shenyang City, Lei Fengchun:
“There were various categories of inmates, including prison bullies.
Generally speaking, those who are wealthy and powerful
could do easier jobs, and inmates were managed by inmates.
The preferential treatments could only be enjoyed by those who
are rich and powerful.
Those who are famous in society and gangsters can enjoy
many privileges.
The prison allows inmates to live with their family
and eat fancy meals in the prison.
It´s really outrageous,
but this is quite common in many prisons."

Compared with these “privileged" prisoners, most ordinary
inmates who aren´t rich and those who don´t have good
connection with the authorities can only live a torturous life there.

They not only must work long hours, but it´s also
commonplace for them to engage in high-intensity labor,
to be beaten up, starved, punished and abused.

If, unfortunately, they are sick and poor, they will never be
approved for medical parole, even if they may die in the prison.

Lei Fengchun: “When I was in the prison, most commutation
cases were approved through bribery.
Especially, most medical parole cases were arranged
through bribery.
Without spending money, it´s by no means possible to gain
medical parole or commutation.
There are doctors in prisons. So, give money to doctors first,
and then negotiate with the governor of the prison on the period
of the medical parole.

And then go to the hospital, to bribe the doctors there,
so that they could go ahead with cheating processes.
There were too many of these kinds of cases in the prison."

The harsh environment of Shenyang Prison has resulted in
a large number of unnatural deaths every year.
Many inmates died from being beaten up, abused, overworked,
sick and even starvation.
However, under the strict control of the prison authorities,
inside stories are usually not easily exposed.
Even inmates´ family members won´t know the truth,
or have the access to appeal.

According to ThePaper.cn, in a short span between 2012
and 2014, at least four inmates died in the Shenyang Second Prison.
Although the causes of death indicated in the certificates issued
by the prison hospital are either “died of sudden illness"
or “committed suicide," what their family members saw
were the corpses full of wounds or even broken bodies.

Lei Fengchun: “No inmates in prisons have the guts to appeal.
Who dared to?
Nowadays, tipping off is rampant, and on the other hand,
inmates are monitored by others.
So, it takes secret investigations. Without secret investigations,
it´s impossible to get these things exposed.
Although there are people from the Procuratorate stationed
in prisons, those who are from the Procuratorate and prison
officials collude with each other.

The Procuratorate cannot be on inmates´ side.
They will always play down everything."

It is hard to imagine that those who are subjected to the worst
treatment, heaviest workload, severest punishments
and longest extension of confinement are not ordinary prisoners.

In the next episode, we are going to uncover the group
that are subjected to the worst treatment in Shenyang Prison
City to let the public know what kind of life they are living.
