【禁闻】哈市公安局八股通报“引火上身”

【新唐人2015年01月06日讯】哈尔滨市道外区一家仓库2号发生大火,焚烧超过20小时,造成5名年轻的消防员死亡。事故后,哈尔滨公安局官方微博发出的一则通报,由于为领导“邀功”,引发了网民们的炮轰。

哈尔滨市北方南勋陶瓷大市场仓库的火灾发生后15个小时,哈尔滨公安局官方微博发出的一则通报“引火上身”。

这则通报全文共585字,但描述“领导高度重视”的部分占了258字。通报不断强调官员们“迅速作出指示”,就连宣传部长也“在现场指挥灭火”,反而公安消防总队负责人只是“协助指挥”。文中出现多名领导的姓名和职务,可是罹难的消防员全部变成了“无名氏”,仅仅在文章最后提到了伤亡人数。

这篇通报立刻引来网民的“炮火”。有网友说:“令人寒心!只顾领导作秀,哪管战士丧命!”有网友批评:“哈尔滨公安局的官微,无语、痛心、恶心!”还有网友嘲笑这是“贻笑大方的高级黑”,认为哈尔滨市公安局官微发的“八股文”通报,“怎么看都像是表彰大会。”

哈尔滨维权人士文立新:“他们这个逻辑非常怪异,喜欢把歌功颂德这一面放大了,他不反思。张三李四出来了‘重视’,你们再重视,事情已经出了,你们就应该真诚的向老百姓道歉,反思你们工作的失误,杜绝以后不要再发生,这是问题的根本。”

哈尔滨维权人士于云峰:“着火了,省领导也好,市领导也好,你们并不是消防队的一些专业人士。特别是在中国这种政治体制之下,省领导,市领导一到现场的话,我相信,好多专业人士他不敢发声了。”

同时受到网络舆论关注的,还有罹难的五名消防员都是“90后”,年龄最大的杨小伟22岁,最小的赵子龙18岁,入伍才4个月。

有网民质疑,“14年9月刚入伍的孩子让他去参加这些战斗,不就是让他去送死”。另一部分网民对中国目前的消防军人制度表示不满,认为武警消防启用的大部分都是年轻、经验不足的入伍新战士,消防人员应该专业化、职业化。

于云峰:“消防队也是按照军队的兵役法服役,它每年都要有新兵的充实,老兵一定会退役。这令人有点不太理解,救火属于技术工种,需要有经验的,而每年有经验的老兵都退役了。至少来讲,任何一个消防部队里都应该有两年以上的兵,不应该都是新兵,为什么要叫新兵投入到救火的一线当中去?”

目前,对于起火原因,当局表示仍在调查中,但相关责任人已经被控制,一旦调查出结论,将对其“严肃处理”。

不过,大陆媒体和网民已经列出火灾的许多相关“隐患”,追问政府是否该为这些“隐患”负责。例如,起火的仓库是一座“烂尾楼”,不符合建筑标准,一直没有通过消防验收,但却让居民和上千商户入驻。其次,原本应该是消防通道的几个出入口,都被改装成商铺,监管部门也没有过问。再次,是哈尔滨老旧小区的规划存在消防隐患,道路狭窄,人员车辆密集。

哈尔滨维权人士于云峰在火灾后进行了独立调查,他认为,火势原本有可能被控制。

于云峰:“当地居民讲是这样的情况:着火的时候消防车已经去了,去了之后并没有及时救助。原因是什么呢?是消防车开不进去,距离着火点非常远。而消防车却没有带延长带。所以只是做了一些简单的救助工作。他们可能是犯了一个经验上的错误,认为这个火灾没有什么问题,没有想到火很快就蹿到商场里,火就着大了。”

中国近期发生多起事故。跨年夜上海发生了至少36人死亡的踩踏事故﹔湖南郴州厂房2号坍塌,6人遇难﹔贵州水黄公路2号有两车相撞,造成6人死亡,遵赤高速4号塌方,3人遇难。

Monday’s Harbin Public Security Bureau Fire Notification Stereotypical

On Jan. 2, a fire broke out at a warehouse in Harbin city,
burning for over 20 hours.
Five young firefighters perished.

After the accident, a notification from the Harbin Public
Security Bureau official microblog triggered
criticism from netizens due to its seeking credit
for leadership during the accident.

An official notification from Harbin Public Security Bureau
microblog was released regarding the fire about 15 hours
after the incident at North Nan Xun ceramic market
in Harbin.

A 585 character notification with 258 words described
the attention the matter received from leadership.
The notification repeatedly stressed the officials’ quick
response including from the propaganda minister
who helped put out the fire at the scene.

However, the Public Security Fire Department director
was only assisting in directing.
Several leaders’ names and titles were listed
in the notification;
But the dead firefighters all remained anonymous.
There were only “casualties” according to the article.

This notification immediately received criticism
from netizens.
Some netizens said, “It’s so sad that the leadership
only puts on a show.
Who cares about those dead soldiers?!"

Some netizens criticized, “Harbin Public Security Bureau’s
official microblog made us speechless, sad and sick."
Some mocked it as a high level exposure of themselves
and said the stereotypical notification read more like
an award ceremony.

Harbin activist Wen Lixin: “They have very strange logic
to excessively praise their attention but no self-examination.
No matter how you pay attention, it happened already.

You should truly apologize to the people and re-think
your mistake to avoid it.
It’s the basic problem.”

Yu Yunfeng: “No matter if you are provincial leaders or city
leaders, you are not fire department professionals.
Especially under the current political system, once
the provincial and municipal leaders come to the scene,
I believe, a lot of professionals dare not say anything."

At the same time, the five firefighters’ deaths attracted
attention because they were all born after 1990.
The oldest was 22-year-old Yang Xiaowei; the youngest
was an18-year-old who was enlisted for only four months.

Some netizens questioned, “Isn’t it equivalent to sending
them to death because they just joined in September 2014?
Other netizens expressed dissatisfaction for the current
fire system due to the use of young, inexperienced
new soldiers as firefighters.
They believe they should be professionalized.

Yu Yunfeng: “The fire department acts according
to the conscription law with new soldiers enrolling
and veterans retiring every year.

It doesn’t make sense because firefighting is a skilled job
that requires experience.
At least there should be some soldiers with more than two
years’ experience, not all new soldiers.
Why allow all new soldiers go to the front line?”

Currently, the cause of the fire is still under investigation,
but those who are responsible have to be controlled.
Once concluded, they will be severely dealt with."

However, the Chinese media and netizens have questioned
a number of fire-related risks and asked whether
the government is responsible.

For example, the warehouse did not meet building
standards and had not passed the fire inspection.
But they allowed residents and thousands of merchants
to settle.
Secondly, the several supposed fire exits were converted
into shops without intervention from regulators.
Again, Harbin’s old districts are fire hazards with narrow
roads and high volume pedestrian and vehicle traffic.

Yu Yunfeng, who conducted an independent investigation,
believes the fire could’ve likely been controlled.

Yunfeng Yu: “Local residents said the fire engines
did not respond in time.
What is the reason?

It’s because the fire engines couldn’t go in due to being
very far from the fire point with no extension belt.
So they just did some simple relief work.

They probably made an inexperienced mistake and believed
there was no problem with this fire.
However, they didn’t consider that the fire could jump
into the mall quickly and become large.”

China has had several accidents recently.

At least 36 people died in the New Year’s Eve stampede
in Shanghai;
Six people died at Hunan Chenzhou factory collapse
on Jan. 2;
Six people died at two vehicles’ collision
at Guizhou Shuihuang road;
Three people died at a fourth highway collapse in Zunchi.
