【禁闻】高压维稳失败 乌鲁木齐悬赏百万“反恐”

【新唐人2014年09月11日讯】从今年9月1号起,新疆维吾尔自治区首府乌鲁木齐市,公布了所谓的“反恐”新措施——悬赏反恐。措施还列出了六条举报的赏金金额,其中,最高的悬赏金额可达100百万元,这也是中国最近几十年来奖金最高的悬赏。这种悬赏反恐真能对新疆的稳定有效吗?请看以下分析报导。

这些张贴在乌鲁木齐市各个街道、社区的悬赏通告说:各族群众对正在实施暴力恐怖活动的犯罪份子,进行阻止制服、扭送公安机关,避免重大人员伤亡和财产损失的,根据发挥的作用,将可获得20万元至100万元的奖励;对提供线索导致直接破获或预防重大暴力犯罪的,给予最高50万元奖励等。

在这之前,新疆当局表示拿出3亿多元,奖励那些积极参与所谓“反恐”的群众。

世界维吾尔大会发言人迪里夏提,“从高额奖励可以映射出,中国在当地抓捕维稳的彻底失败。维吾尔人的这种拒绝配合,导致中国政府万般无奈的前提下,提出高额奖励,以此来推进。希望能通过经济获取当局所需的一些资讯。”

新疆民主人士张先生认为,当局发现用高压维稳效果不太好后,现在改用物质利益诱惑。这包括:不同民族通婚可以得到奖励,在南疆高中免费,考上大学还能获得奖励等。

新疆民主人士张先生:“新疆从目前来说,民族分化比较严重。基本上汉人社区只和汉人之间互相来往。他们少数民族社区,他们日常就是只和少数民众来往。他这个举报来说,汉人对当局,提供不了什么有价值的资讯。”

张先生表示,当局想用金钱来分化维族人,但是这对有信仰、不太看重金钱的维族人作用不大。

张先生还指出,高额悬赏是与高压维稳政策的一部分。如果当局的高压维稳政策不变,新疆的冲突就不会减少。

其实,在乌鲁木齐市2009年的7.5暴力事件之后,维吾尔人和当局的暴力对抗活动,从南疆扩展到了整个新疆,甚至还到了新疆以外的地区。

根据去年4月以来,中共官媒披露的有限数字统计,新疆地区的维、汉民族冲突,至少造成323人死亡,其中近一半是遭警方的枪击而当场死亡。

今年7月28号,在喀甚的莎车县又发生了严重的维汉冲突。中共官媒称,这场冲突至少造成了37名平民死亡,13人受伤,警方当场击毙59人。

但据学者胡平分析,新疆莎车事件决不是恐怖袭击,更不是什么和境外恐怖组织相互勾连、有预谋的恐怖活动,只是当局针对穆斯林的开斋节,应对失当而引发的突发事件。

有民间消息说,莎车县发生了大屠杀,为了不留活口,四个村3到5千人全部被杀光。

美国马里兰州霜堡大学研究新疆问题的学者马海云教授对《自由亚洲电台》表示,中共在新疆处理民族矛盾过程中,有武力使用过大和杀人灭口的嫌疑。

美国马里兰州霜堡大学研究新疆问题的学者教授马海云:“去年我们就看到就有‘就地正法’。从法制的角度来说,那基本上是有违中国法制治国的这一理念。另外,从技术层面来分析,你是不是非要使用暴力,或者说你非要击毙?”

目前,在新疆开枪维稳成了常态。

《自由亚洲》最近的电话调查也显示,仅阿克苏阿音柯乡,在8月份的10天当中,就有3名维族村民分别在自家农田、家中或旅途中,被警方当场枪击死亡。

其实,早在在1962年,新疆还发生了上至新疆军区副司令、副总参谋长,厅长、州长等数十万少数民族从新疆集体出逃的事件。就是因为对少数民族的大规模枪杀。

马海云指出,当局的潜意识,就是把这些族群、文化、宗教当成了国家的敌人,结果就是大规模的枪杀和冲突。

Urumqi: Desperate Authorities Resort to Bribery for Snitches

September 1, Urumqi, the capital of the Xinjiang Uighur
Autonomous Region, announced new reward measures
for so-called anti-terrorism.

The highest reward is 1 million, also the highest in decades.

Will the “reward” for anti- terrorism really work?

Let’s take a look at the analysis.

The announcement was posted in every corner of Urumqi.

It said: People of all nationalities will get 200,000 to 1 million
yuan reward contingent upon the results :

such as stopping violent activities, catching criminals, or
preventing major injury and property loss.

Those who provide leads or clues to directly uncover or prevent
major violent crime will receive a reward of 500,000 yuan.

Earlier, Xinjiang authorities decided to provide 300 million
yuan reward to those who actively participate in the
so-called anti-terrorism.

World Uyghur Congress spokesman Dilshat: “The high reward
reflects the failure of the Communist regime
in stability maintenance.

The Uyghurs refuse to cooperate. The regime is forced
to provide the high reward.

With the monetary incentives, the regime is hoping to get
some information.”

Xinjiang activist Mr. Zhang believes the authorities realized
that the high pressure maintenance had little effect.

It is now switching to bribery. For instance, marriage between
ethnic groups is rewarded, free tuition to high school,
and reward for college admission.

Mr. Zhang: “There is serious ethnic division in Xinjiang
currently.

Han people usually interact with only the Han.
The minority only communicate with the minority.

Regarding the report, Han people have little valuable information
for the authorities."

Mr. Zhang indicates that the authorities want to fragment
Uyghur with money.

However, it’s useless for the religious Uyghurs who care
nothing for the money.

Mr. Zhang also explains that the high reward is part of the
high-pressure maintenance policy.

The conflict in Xinjiang will not reduce as long as
the high-pressure stability maintenance policy remains.

Since July 2009 Urumqi riots, the violent activities between the
Uyghurs and the authorities have extended from the southern
Xinjiang to the whole area, even outside of Xinjiang.

According to the limited official data, at least 323 people
were killed in the conflict between Uyghur and the Han
since last April;

almost half of them died by police shooting.

July 28, a serious conflict happened in Yarkant County of
Qeshqer again.

The Communist media said at least 37 civilians were killed,
13 injured; the police killed 59 people on the spot.

However, scholar Hu Ping analyzes that the Xinjiang Yarkant
incident should never be viewed as a terrorist attack,

nor collusion with foreign terrorist organization or premeditated
terrorist activities.

It’s an accident caused by the misconduct of the authorities
to the Muslim Al – Fitr.

Some sources claim that,to eliminate any survivor, a massacre
happened in Yarkant County, resulting in 3,000 to 5,000
people of four villages being killed.

Professor Ma Haiyun of Frostburg State University told Radio
Free Asia that the CCP is suspected of using excessive force
and murder in handling Xinjiang ethnic conflicts.

Xingjiang expert, Professor Ma Haiyun: “Last year we saw
summary execution.

From the legal perspective, it is essentially contrary to the legal
system.

Moreover, to question from a technical level,
is violence or killing really necessary?"

Currently, shooting has become the norm to maintain the
stability in Xinjiang.

A recent phone survey from RFA also showed that there
were 3 Uyghur villagers in Aksu Prefecture shot dead
on their own farm, home or on the trip within 10 days in August.

In fact, as early as 1962, there were collective escapees of
hundreds of thousands of Xinjiang minorities,

included were Xinjiang Military Deputy Commander,
Deputy Chief Staff, Director, and governors.

It was due to massive shooting of the minorities.

Ma Haiyun said the authorities treated the various ethnicities,
cultures, and religions as state enemies;
the results are large-scale shooting and conflict.
