【禁闻】香港普选草案公布 港人做好全面抗争准备

【新唐人2014年08月28日讯】中共十二届全国人大常委会第十次会议,26号上午举行分组会议,会议决定将香港行政长官普选问题、和2016年立法会产生办法的决定草案,提请人大常委会会议审议。不过,争议问题引发“占领中环”等团体的抗议,他们纷纷表示,将在8月底启动“占中”行动。

中共全国人大委员长张德江主持召开十二届全国人大常委会,会上公布了香港特首普选的决定草案。草案中提议,参选人须至少获得超过一半“提名委员会”委员的支持,才可以正式成为候选人。而候选人人数订在2至3人。

根据《香港基本法》第45条,普选行政长官的候选人是“由一个有广泛代表性的提名委员会按民主程序提名”。但香港社会普遍关注“提名委员会”是否能够做到真正的“有广泛代表性”。

今年1月,由12个香港“泛民主派”政党及团体联合成立的“真普选联盟”,提出“提名三轨制”方案,建议参选2017年香港行政长官者,可以透过三种方法取得提名,方案除了“提名委员会”外,还包括“公民联署”提名和“政党”提名。

不过,香港媒体引述“可靠消息”说,人大常委将确定“提名委员会”为特首候选人的唯一提名机构。而“提名委员会”是按照目前的选举委员会组成。草案列明“提名委员会”人数维持1200人。

香港立法会议员单仲偕:“如果真的(需要)投票过半数,可能出现一些人被投票出来,不能够参选。比如说,在香港里面有不同政见的一个人,比如说,一些政见跟北京不太相同的,他就不能进去被人选择。”

香港城市大学政治学教授郑宇硕:“作为真普选联盟的召集人,我们当然是非常失望,极度的遗憾,目前人大常委的决定,基本上是说:2017年香港行政长官的选举制度,是一个三选的制度。按这样的情况来看,香港人在这个选举里头,根本没有真正的选择,与这个选举,也没有,有意义的竞争。”

香港《南华早报》27号引述“民主党”立法会议员何俊仁的话报导说,一旦人大常委的决定等同表明不会有“真普选”,“民主党”就会参与“占领中环”行动。

香港《苹果日报》报导,香港“和平占中”组织及“泛民主派”,计划在中共全国人大常委会副秘书长李飞,9月1号来港为所谓政改“宣旨”前,宣布启动“占中”行动,最快将在9月底“全面占中”。

很多香港市民在媒体报导文章后面留言说:“鸡蛋终于要挑战石墙。无奈。就算鸡蛋碎裂,石墙必有痕迹。我们不想占中,只是被“你们”(逼)迫要占中。”也有人说,“我们香港人受够,已没有退路,向全面抗争做好准备。抗争到底。”

香港“真普选联盟”召集人郑宇硕表示,“真普选联盟”不是一个行动的组织,但是“真普选联盟”会支持其他组织和平抗争。

郑宇硕:“我们相信和平的抗争是一个积极的态度,因为这表示我们绝对不会放弃,在目前的情况下,我们争取的不单是一个民主的选举制度,这个选举制度一但会争不到,而且我们香港人的核心价值,我们香港人的生活方式也会受到威胁,最后香港会变成中国大陆一个普通的大城市。”

据英国广播公司《BBC》中文网报导,香港学生团体“学民思潮”召集人黄之锋表示,中共人大常委会一旦通过设立多重障碍的特首选举框架,将发动罢课。

8月31号,中共人大常委会将通过特首选举草案,香港特区政府随后将向立法会提出修改产生办法的议案,争取全体立法会议员三分之二多数通过。

China Drafts Universal Suffrage for Hong Kong Chief Executive

The tenth session of the 12th National People’s Congress
(NPC) meeting on the morning of 26th announced the draft
on universal suffrage for Hong Kong’s Chief Executive.

and the election of the Legislative Council in 2016.

The draft is sent to the NPC Standing Committee for examination.

However, participants of Occupy Central object to the draft
and claim that another Occupy Central will be launched
by the end of August.

NPC Chairman Zhang Dejiang announced the draft decision
on the universal suffrage of the Chief Executive in Hong Kong
in the 12th NPC meeting.

It was proposed that, candidates must receive support from more
than half of the nomination committee.

The number of candidates is set at 2 to 3 people.

According to Hong Kong Basic Law Article 45, the selection
of the Chief Executive by universal suffrage upon nomination,

is by a broadly representative nominating committee in
accordance with democratic procedures.

But, what concerns people the most is the true
nature of the “broadly representative" nomination committee.

This January, Alliance for True Democracy (ATD), organized
by 12 parties and organizations of pan-democrats in Hong Kong,

proposed the Election Plan that includes three channels for
nomination: civil nomination, political party nomination,
and nomination by the nominating committee.

But, the so-called reliable sources told Hong Kong media that
the NPC Standing Committee will determine the nomination
committee as the only agency for nomination.

The nomination committee will be composed according to
the election committee and maintained at 1,200 people.

Hong Kong Legislative Council Sin Chung-kai: “If a majority
vote is really needed,

some people might pass the vote but can not participate in the
election, especially those people in Hong Kong who hold different
political views from Beijing."

City University of Hong Kong, political science professor
Joseph Cheng: “As the convener of the ATD, we are of course
very disappointed and extremely sorry.

The NPC Standing Committee’s decision is basically saying,
that the 2017 Chief Executive election system in Hong Kong
is a three-election system.

That means there is no true choice in the Hong Kong election.
This election has no meaningful competition."

Hong Kong’s South China Morning Post reported Legislative
Councilor Albert Ho’s comments that

once the NPC’s decision suggests no true universal suffrage,
the Democratic Party will participate in Occupy Central.

Hong Kong’s Apple Daily reported that the Occupy Central
organization and the pan-democrats plan to announce the
movement of Occupy Central before Sept. 1.

Then Deputy Secretary of NPC Standing Committee, Li Fei,
will arrive in Hong Kong for political reform.

It is planned to fully occupy central by end of September.

Numerous comments from Hong Kong people were seen
following the online report; such as: “Eggs finally helplessly
challenge the stone walls. Eggs are cracked, but traces will
leave on the stone walls.

We do not want to occupy central, but were forced to,"
and

“We have had enough. We have had no way out.
Hong Kong people must be fully prepared to fight.
Fight to the end."
