【禁闻】中国护照免签倒数 谁戴有色眼镜?

【新唐人2014年01月16日讯】随着近年来大陆出国旅游的游客急剧增加,越来越多的民众抱怨“中国护照含金量低”,“免签国家少”,“办理签证手续繁琐”等等。对此,中共外交部官员日前表示,是中国人口众多,经济不发达,国民素质低,造成了其他国家不愿意给中国免签。但这些理由却无一例外遭到了各界的反驳。

中共党报《北京青年报》1月15号报导,大陆外交部领事司司长黄屏日前就中国公民出国问题,接受了《北青报》记者的专访。当记者问到为什么民间都在抱怨“中国护照含金量低”、“免签国都是穷乱国”时,黄屏回答,主要原因是中国人口基数大,经济发展相对落后造成的。

对此,有网民反驳说,阿尔巴尼亚比中国还穷,但是去欧盟不要签证;南美洲的巴拉圭,去世界120个国家不要签证;印度人口近12亿,经济也不如中国,却有很多国家给予免签证。

黄屏还表示,一些国家“戴着有色眼镜”看待中国人,观念上不欢迎中国人。也是造成中国护照免签少的原因,而这种说法依然遭到了网民的指责。认为中共外交部官员的答复,明显是在为当局开脱。网民纷纷吐槽:“同是中国人,港、澳、台为什么就不被它国有色眼镜看待?、”“国缘不好,还不自己找原因”。

在辽宁沈阳某国际旅行社专门负责代办各国签证的李小姐指出,可以从两个方面来分析中国护照含金量低,免签国家少:一是大量非法移民造成其他国家对中国约束,二是中国对其他国家的排斥。

据了解,中国人偷渡、非法居留其他国家现象极为严重,被公认为非法移民输出大国。有网民曾指出,如果中国护照像港、台护照一样,拥有几十或上百个国家的免签,那么中国人民立刻会减少一半。

沈阳某国际旅行社签证专员李小姐:“就我着手办理过的国家签证来说,很多国家签证都需要准备很多的材料,来证明这个签证申请人是有回国的打算的,就是说他是不打算滞留不归的。我觉得主要的原因是国内的社会不稳定因素太多了,像是雾霾啊,污染啊,贫富差距过大啊,教育制度啊等等一些问题,就造成国内的很多人都希望能够离开这个环境,到相对安全和谐的国外来,有的甚至滞留不归,就是说,黑在了国外。 ”

此外,中共当局对本国公民出境管制也是极为严格的,即使公民已经获得他国家的签证,边检也必须要有公安部门的通报才能放行。甚至一些国家即使愿意在签证方面给予中国公民较为宽松的政策,也会被中共当局拒绝。

李小姐:“像我办理过美国签证,美国旅游签证是一年有效,多次往返的。我之前接触过的签证申请人咨询美国领事馆,是不是可以申请更长时间的签证,美国领事馆的签证官回复说,美国是有意给中国公民更长时间的签证的,但是这个政策是要建立在中美双方都同意的基础上,也就是说,中国方面是不同意延长美国签证有效期的政策。”

据了解,世界上大多数国家都是采取相互免签政策,而中国批准的免签的国家却仅有韩国的济州岛、巴林、柬埔寨、巴基斯坦和古巴等20个国家。

李小姐:“我认为是中国对其他国家的排斥造成的。中国政府是惧怕更多的中国人到海外,去了解它们不愿意国人了解到的真相。因为只要国人留在国内,他听到的、看到的、接收到的资讯都是中国政府希望他们知道的。一旦这个国人走出国外,了解到国内的真实资讯,对中国政府的稳定是没有利的,所以他们就控制国人走出国外。”

也有观点认为,中国对其他国家签证的限制,是为了阻止国外更多的人了解大陆当前真实的社会状况,这样才能继续用谎言和营造的虚假繁荣来欺骗国际社会。

Why Do Chinese Travelers Face Less Visa Free Access to Countries?

Over the past few years, Chinese tourists
have been increasingly traveling abroad.
More and more Chinese people are raising complaints
that their passports are less respected by other countries.
There are only few countries where
they are able to travel without a visa.
For those countries requiring a visa,
the application process is complicated.
Chinese foreign ministry officials say that with it’s large
population, China’s economy is still under developed.
Other countries do not want to give China visa free access.

These statements have provoked public criticism.

On January 15, state-controlled newspaper
Beijing Youth Daily (BYD) printed a report.
In it, they interviewed Huang Bing, Consul
General Secretary of Foreign Affairs Ministry.
The BYD reporter asked Huang why people complain
that Chinese passports are not respected in the world.
Huang replied that the main reason is because China has
a large population, and its economy is under developed.

Netizens responded that Albania is poorer than China, but
Albanian nationals don’t need a visa to travel in EU countries.
Paraguay in South America has agreed
to accept 120 visa free countries.
India has a population of 1.2 billion, is economically less
developed than China, but have more visa free countries.

Huang said that some countries treat Chinese
people differently, and they don’t welcome them.
This is also the reason that Chinese people
have less visa free countries to travel to.
This response was also criticized by Chinese netizens, who
suggest the foreign affairs ministry is shirking the blame.
Some netizens say: “People in Hong Kong,
Macau and Taiwan are also Chinese people.
Why don’t they experience the same
treatment from other countries?"
“China didn’t maintain good international relationships,
so why doesn’t China check whether this is the cause?"

Ms Li, representing an international
travel agency in Shenyang, commented.
There are two causes. The first is illegal migrants.

The second is that China excludes other countries
from entering it’s borders without a visa.

Sources suggest that it is a very serious problem that
Chinese people illegally enter and stay in other countries.
China is considered a large country
that smuggles people abroad.
Some netizens highlight if the Chinese passport
could be the same as Hong Kong and Taiwan, with
visa free access to dozens of, or hundred of countries.

They say that half of the Chinese population
in the country would be immediately reduced.

Ms Li: “I have handled many visa applications.
Many countries request many documents, to
prove that the applicant intends to return to China.
In other words, to prove the applicant
doesn’t plan to stay in another country.
I think the main reason is because there
are too many unstable factors in China.
Such as smog, pollution, the gap between rich and
poor, the education system, among other problems.
Thus, many Chinese people hope to leave this
environment, and go abroad where it might be safer.
Some Chinese people would rather remain illegally
in that other country, than return to China."

Nonetheless, the Chinese regime is
extremely strict on border control.
Even if one has obtained a visa to go to another country,
the border department still needs public security approval.
Only then can the person leave China.

Furthermore, even when some countries willingly
provide Chinese people with more relaxed visa
policies, the Chinese regime may refuse the offer.

Ms Li: “I have handled USA visa applications, and
the USA visa is valid for one year for multiple entries.
Some applicants consulted the US consulate
to see if they can apply for a longer visa.
The consulate officers replied that the US intended
to give those Chinese people a longer visa.
However, this needs to be agreed by both countries.
In other words, China is unlikely to
agree with the US visa extension."

Sources say that many countries in the world
are undertaking mutual visa-free policy.
China only has agreed visa free entry
to Japan, Singapore and Brunei.
Thailand maintains a good relationship with China,
and some countries’ living standards are similar to China.
However, they still need an invitation letter to apply for
a Chinese visa, for buying a flight and booking a hotel.
With such diplomatic policies, how might
other countries give free visa to China?

Ms Li: “I think China rejecting other
countries has the subsequent effect.
The Chinese regime fears that more Chinese
people will go abroad, and learn about more
truths that the regime has covered up.
As long as they stay in China, the regime can try to control
what they can hear, read and receive as information.
Once Chinese people leave the country, they come
to understand more truthful information about China.
This is not good for the stability of the regime, so the
regime controls Chinese people from going abroad."

It is suggested that China limits visa free access
for other countries to prevent foreign visitors from
knowing more about the true situation in China.

By doing so, the regime can maintain the illusion of a
flourishing country, to deceive the international community.
