【新唐人2013年04月01日讯】中共新一届国务院副总理分工已经逐渐明朗。日前，有香港媒体披露，4名副总理中，主管金融的并不是之前外界盛传的张高丽或者汪洋，而是排名最后的马凯。在中国经济增速明显放缓，金融危机征兆凸显的同时，马凯的出任能否解开系在中国金融体系身上的定时炸弹呢？一起来听听专家的分析。
中共“两会”后，随着国务院副总理名单的揭晓，各人的分工也一直为外界所关注，各种版本的传言和解读不断。
上周一，4名新任副总理之一的马凯，到郑州调研铁路工作，乘坐高铁检测车检查路段运行情况，并考察了铁路建设项目施工情况。因此，各方猜测，马凯将接替前副总理张德江所分管的交通运输和工业生产。
可是，香港《星岛日报》则根据另一名新任副总理汪洋，近期在莫斯科出席“中俄旅游年活动”，并主持召开驻俄中资企业代表座谈会，推断：汪洋已经接管了王岐山的全部工作，主管金融、商贸和旅游。
然而汪洋在上周，还出席了全国春季农业生产会议，和森林草原防火和造林绿化工作的电视电话会议，又似乎显示他只是确定主管农业、旅游和商贸；而常务副总理张高丽则在周二，会见世界银行执行董事访华团，有分析认为，这显示张高丽才是主管金融。
不过，香港《星岛环球网》引述最新消息透露，真正主管金融的副总理是排名最后的马凯。
中国基督徒民主党发言人陆东表示，马凯主管金融，无疑出乎很多人的意料。有一种观点认为，马凯作为温家宝的亲信，能够掌管金融，是党内的开明派得到了重用。不过他认为，中国的经济是定时炸弹，一般人并不愿意随便接手。
中国基督徒民主党发言人陆东：“因为你今天接受这个烫手山芋，明天这个金融危机爆发，那你就可能成为替罪羊。马凯现在突然分管金融，对他来讲并不一定是个好消息，并不一定是委以重任。”
66岁的马凯，是中国宏观经济专家，历任国家发改委主任、国务院秘书长等要职，对于金融工作并不陌生。有媒体曾把他和财政部部长金人庆、中国人民银行行长周小川，以及原商务部部长吕福源，并列为温家宝内阁的四大财经官员。
“北京大军智库经济咨询公司”主任仲大军表示，中国经济的现状就好像是全身都出现了问题的病人，指望某个人来一次性根治，已经不可能。
北京大军智库经济咨询公司主任 仲大军：“国内收入分配不均衡，导致穷的穷，富的富，穷人没有钱消费，这也是问题。而富人大量的到国外消费，拉动国外的经济，甚至转移国内的国民财富，这也是问题。
《星岛环球网》的报导中还说，在国务院4名副总理中，马凯除主管金融外，还兼管交通运输等部委。张高丽分管国家发展和改革委员会、财政部等部委，汪洋分管农业和对外经贸，刘延东则主管卫生和文教。
美国南卡罗莱纳大学艾肯商学院教授谢田：“如果在这个旧的体制之下，在中共极权统治之下，不管换什么人，都无助于中国经济和金融的改进。除非他会真正涉及到中共政权的根本，如果能真正解体中共，消除中共的特权，取消中共的专制，在经济和金融领域对中国人民的盘剥，这个才有可能出现转机。
另外，报导还宣称，五名国务委员中，杨晶是国务院大管家，常万全兼国防部长，郭声琨兼公安部长，杨洁篪主管外交。唯一一个还不明确的职务是：原国资委主任王勇。王勇有可能分管国有资产、安全生产等工作。

The divisions of the Vice Premiers of the Party’s
new State Council have gradually become clearer.
Recently, HongKong’s media reports: not as outsiders guessed,
the one in charge of Finance is not Zhang Gaoli or Wang Yang but Ma Kai.
Ma Kai is ranked last among four Vice-Premiers.
Currently China’s economic growth is clearly slowing down
and signs of the Financial Crisis have become obvious.

After the Party’s “Two Sessions”, the list of Vice Premiers of
the State Council has been gradually announced.
Each Vice Premier’s division is a hot topic for outsiders.
Rumors are constantly coming out.
Last Monday, Ma Kai went to Zhengzhou
to investigate the railway work.
He inspected the high speed railway running sections and
railway construction projects.
Consequently, outsiders speculated that Ma Kai
would succeed Zhang Dejiang to take charge of transportation and industrial production.
In addition, another new vice premier, Wang Yang, recently
attended the “China-Russia Tourism Year" in Moscow and
hosted a forum participated in by representatives
from Chinese enterprises in Russia.
Consequently Hong Kong’s Qing Tao Daily inferred that
Wang Yang has already taken all of Wang Qishan’s jobs to be in charge of Finance, Commerce and Tourism.
However, last week Wang Yang also attended the
National Spring Conference on agricultural production and
television & telephone conference on forest and
grassland fire protection and deforestation work.
It seems that he is determined to be in charge of
agriculture, tourism and commerce.
This Tuesday, the executive Vice Premier Zhang Gaoli, met
a delegation group of executive directors of the World Bank.
Some analysts believe: it is Zhang Gaoli
who is in charge of Finance.
However, Hong Kong’s Sing Tao Global Network quoted
the latest News and revealed that
the real vice premier in charge of finance is Ma Kai,
who is ranked last among all vice premiers.
Lu Dong, the spokesman of the Chinese
Christian Democratic Party, said:
it is out of many people’s speculations that
Ma Kai is assigned to be in charge of Finance.
As Ma Kai is one of Wen Jiangbao’s cronies, some people
think it shows that the liberals in the Party have been entrusted.
However, he believes that China’s economy is a ticking
time bomb and that some people are reluctant to take over.
Lu Dong: “You take the hot potato today. If tomorrow the
financial crisis erupts, you may become the scapegoat.
Now Ma Kai suddenly takes charge of Finance.
It may not be good news for him. He may not really be trusted.”
Ma Kai is 66 years old. He is China’s macro-economic expert,
and has served as director of the National Development and
Reform Commission, the State Council Secretary-General
and other key positions.
He is familiar with financial work.
He, together with Jin Renqing (the Finance Minister),
Zhou Xiaochuan (the governor of the People’s Bank of China),
and Lu Fuyuan (the former Minister of Commerce),
had been considered as Wen Jiabao’s
four primary Finance officials.
Zhong Dajun, director of Beijing Dajun economic consulting firm,
said that the status quo of China’s economy is like a patient with problems all over the whole body.
It is impossible for someone to radically cure it all at once.
Zhong Dajun: “Domestic income distribution is not balanced.
It results in the poor becoming even poorer and the rich becoming even richer.
It is a problem that the poor do not have money to spend.
On the contrary, a lot of rich people go overseas to spend
their money and stimulate other countries’ economies.
They even transfer domestic wealth overseas.
This is also a problem.”
Sing Tao Global Network also reports:
for the four Vice Premiers of the State Council,
Ma Kai is in charge of transportation besides finance.
Zhang Gaoli is in charge of the National Development and
Reform Commission and the Treasury Department;
Wang Yang is in charge of Agriculture and Foreign Trade;
and Liu Yandong is in charge of Health, Culture and Education.
Xie Tian, Professor of Aiken Business School of the University
of South Carolina, said: “In the Party’s old system and under the Party’s totalitarianism,
no matter who is in charge, it is impossible to promote
China’s economic and financial improvements.
Unless he can truly touch the fundamentals of
the Party’s regime, disintegrate the Party,
eliminate the Party’s privileges, abolish the Party’s autocracy,
and stop exploiting the Chinese people in the economic and
financial fields, this may be a turnaround.”
In addition, Sing Tao Global Network also reports that
for five State Councilors,
Yang Jing is the housekeeper of the State Council,
Chang Wanquan also serves as Minister of Defense,
Guo Shengkun serves as Minister for Public Security,
and Yang Jiechi serves as the Minister for Diplomacy.
Wang Yong, the former director of China’s state-owned assets,
is the only one without clear responsibilities.
He may be in charge of state-owned assets and
production safety.
