【禁闻】温家宝毕业成绩单 收入分配改革

【新唐人2013年02月07日讯】中共总理温家宝日前主持国务院全体会议,再次提出要加大对收入分配的调节,这已经是温家宝一年内八次提及收入分配改革问题。中共国务院5号发布“关于深化收入分配制度改革的若干意见”,外界普遍认为,这是温家宝交班前的改革成绩单。而分析指出,所谓的收入分配,这个思路本身就是错误的。

“关于深化收入分配制度改革的若干意见”宣称,要解决中国大陆当前贫富悬殊的社会危机,提高低收入民众的收入水准,严控经济垄断和贪腐恶化等。

北京大学经济学教授、美国“斯坦福大学胡佛研究院”访问学者夏业良向《新唐人》表示,中共走的是马克思主义的政治经济学,强调的是收入分配。而收入分配的本身是一个完全错误的思路。

美国“斯坦福大学胡佛研究院”访问学者夏业良:“他就等著有一个计划主题,等著有一个至高无尚的人来给他们来分配,所以凡是搞马克思主义政治经济学的国家,最后都是失败的。因为你谁来分配能分配的那么公正,能为穷人着想,现在中国的情况还是一个不健全的市场经济,创造了很多的价值之后,你看看政府的权力越大,就越不公平,收入悬殊差距就越大。”

夏业良还指出,现代经济学,也就是西方经济学,与马克思主义政治经济学根本性的区别是,现代经济学强调的是“效率增进”,也就是怎么样把效率增加和提高。夏业良说,只有在一个能够公开竞争的社会里,才能让老白姓发挥他们的聪明才干。

夏业良:“政府应该做的是,先创造有利的竞争环境,等老百姓都竞争过以后,能发财的都发财了,发不了财的 人,能力特别差的人,政府给予一些补贴和帮助,这就是社会福利政策,一个好的社会就应该是这样的,所以现在温家宝讲这个东西,除了搏起一点掌声和一些眼泪以外,没有什么实际的意义。”

中共喉舌《新华社》报导,收入分配改革已到攻坚时刻,亟待破解垄断和腐败两大难题。2013年,伴随中央接连传出的深化改革信号,人们期待更多具体配套改革措施出台。

据报导,大陆发改委、人社部、财政部等相关部门,在三月人大、政协两会后,将陆续推出改革的配套措施。

但时事评论员林子旭认为,不管中共当局政策说得多漂亮,掌控实权的中共官员他们贪婪的本性却不会改变。

时事评论员林子旭:“而且现在看来,中共官员对百姓的盘剥似乎越来越疯狂,在这样情况下,出台这种没有任何可执行性的文件,是没有太大的意义的。 文件这个题目说的很明确,是若干意见,说白了执行不执行,还是中共官员自己说了算,老百姓完全没有任何发言的权利。”

温家宝在会中再次表示要“加大对收入分配的调节,促进社会公平正义”。这是温家宝在一年内,八次提及收入分配改革问题。离中共中央“两会”只有一个多月时间,温家宝即将结束总理一职,因此,外界普遍认为,这是温家宝交班前的改革成绩单。但是,夏业良并不看好这个所谓的成绩单。

夏业良:“温家宝在任期间,虽然也讲了一些美丽的词语,美丽的概念。但是,我们对他并没有很高的评价,因为他并没有实在的,用自己全部的能力,来 为中国人做实实在在的,更大的推进,尤其他的家族也是腐败的,不可能逃避腐败的这样一个怪圈,所以他不是那种清正廉明的形象。”

夏业良说,温家宝想在历史上留名清史,未必可以如愿。

Income Distribution Reform: Wen’s ‘Graduation Report’?

Recently, Premier Wen Jiabao chaired a plenary meeting
of the State Council.
Wen raised again a proposal to accelerate
the income distribution reform.
This is the eighth time that Wen raises the same issue
within 12 months.
On Jan. 5th, the State Council published,
“Guidelines on Deepening Income Distribution Reform."
Outsiders believe, this is Wen’s last assignment
before his retirement.
Analysts pointed out that the so-called
“income distribution"was a wrong idea.

The guidelines claimed that it must solve the social crisis
of the gap between poor and rich in Mainland China;
to let the low-income urban and rural residents earn more;
to strictly control the economic monopoly and corruption.

Xia Yeliang, Professor of Economics at Peking University,
and a visiting scholar at Hoover Institution of Stanford University, was interviewed by NTDTV.
Prof Xia said, Chinese Communist Party (CCP) took the path
of Marxist’ polit. economy, stressing the income distribution.
However, the income distribution concept
is a totally wrong idea.

Xia Yeliang: “The CCP always launches a planned theme,
waiting for a supreme help to distribute it.
Thus, countries engaging in Marxist’s political economy
have all finally failed.
Who can distribute the income evenly?
Who can think of poor people?
Currently China is in a situation
of unhealthy market economy.
After it has created a lot of value, you see the government’s
power becoming greater, then the inequality is growing, and the income gap is getting deeper."

Xia also said that modern economics
refer to western economics.
Comparing with Marxist’s political economics,
there is a fundamental difference.
Modern economics emphasizes “efficiency improvement."
In other words, how to increase efficiency.
Xia said that only in an equal society with equal competition,
can civilians fully exert their talent.

Xia Yeliang: “The government should first create
healthy competitive environment.
After everyone has a fair go,
some will have the opportunity to make a fortune.
For those with lesser ability,
the government should offer help.
This are social welfare policies
of a healthy society.
Now Wen Jiabao raised this issue, and apart from winning
some applauses and tears, it has no practical meaning.”

The CCP’s mouthpiece Xinhua News Agency reported,
the income distribution reform has reached a crucial point.
Two major problems must be tackled:
monopoly and corruption.
In 2013, the central government sends signals of accelerating
the reform, people are expecting more detailed action plans.

Sources said that the National Development and Reform
Commission, the Human Resources and Social Security Ministry, the Finance Ministry, and other relevant units,
will release their action plans after March when National
People’s Congress and Political Consultative Conference end.

Lin Zixu, Current Affairs Commentator pointed out,
regardless of how beautiful CCP describes its policy,
the greedy nature of corrupt officials,
who control the real power, won’t change.

Lin Zixu:"Now the CCP officials exploit more and more
the civilians.
Under such a circumstance, only issuing a document
without action is meaningless.
The document had a clear title,"Guidelines,"
which means it can be implemented or not, either is ok.
In the end, the CCP officials make their own decision.
Civilians have no say."

Wen mentioned again to push forward the adjustment
of income distribution, to promote social fairness and justice.
This is the eighth time that Wen raises
the income distribution issue within the last 12 months.
Just over a month away from CCP’s two annual meetings,
Wen will step down soon.
Outsiders believe, this is Wen’s final assignment
before his retirement.
However, Xia isn’t optimistic about his so-called
‘graduation report.’

Xia:"During Wen’s terms, he said some beautiful words.
However, they didn’t have much weight.
As Wen didn’t practically use his power
for the progress of the Chinese people.
Especially his family was also corrupt; he can’t get away
from the corruption. Thus his image wasn’t honest and clean."

Xia said, Wen wanted to leave his name clean for the history,
but this might be hard to achieve.
