【禁闻】宁波砸5000万 批量制造“乔布斯”

【新唐人2011年10月14日讯】苹果电脑公司的创始人史蒂夫•乔布斯10月5号病逝,正当大家盼望“谁是下一个乔布斯”时,浙江宁波市出台人才培养计划,将投资超过5000万元要培养1400名新“乔布斯”。学者认为,中国不具备乔布斯生长的环境,宁波的做法只是炒作罢了。

据大陆媒体广泛报导,宁波出台了一份《宁波市领军和拔尖人才培养工程实施意见》,计划从今年开始,以五年为一个周期,每周期投入5000万元,培养出1400个创新型领军、拔尖人才。目前首批选拔已开始,共计约选出700人。

对此,浙江异议作家陈树庆认为,乔布斯和苹果是在美国这样自由竞争、法制有序的环境当中竞争出来的,是在个人的创造性、企业的创造力能得到充分发挥的情况下产生的,绝不是培育出来的。

陈树庆:“乔布斯它本身是一个人,不是一个产品。一个人他的才能、他的价值、他的才华要被发挥的话,最重要的是提供一个自由竞争、公平有序的一个市场环境。要提供一个这样环境下对个人的一个契约精神、契约自由和个人市场主体的人格尊严,财产权利充分保护的情况下才能产生的,使一个公民的创造力得到发挥。”

北京IT评论人杨孝文也认为,乔布斯成长得利于美国的经济环境和个人的成长环境,美国人思想更开放和自由,出现乔布斯是合理的,不是政府行为能做得到的。

杨孝文:“他知道开发什么样的产品,他知道未来使用者需要什么样的产品,象这种人他这种秉性、他这种天赋、他这种眼光,不是后天能培养的。他天生有这种能力,有这种眼光。”

杨孝文还认为,中国的教育制度,导致中国人缺乏创新的意识,近期难以出现乔布斯。

杨孝文:“中国的教育制度和美国的教育制度不太一样,包括家长也一样,咱们的家长只要孩子学习好就行了。美国的家庭甚至社会对孩子具体考多少分不是看的那么重,反而孩子有没有自己的思想、有没有自己创造力,这方面特别重视。所以咱们这种应试教育抹杀好多孩子的创新能力。”

著名独立中国问题学家,财经、社会类评论家巩胜利,把中国没能出现乔布斯归于社会制度。

巩胜利:“由于国家的构件、还有国家的游戏规则、特别是中共一党专政的这种体制,不允许任何象乔布斯这样的天才在中国出现。如果乔布斯在中国的话,可能有几种情况,一种情况是被收购为国有;或者乔布斯的公司是人大或政协的领导人物之一;还有就是,如果乔布斯公司在中国创造了奇迹的话,中国一定会去拿他开往全球的各种列车上把他装上去。”

巩胜利还表示,中国不允许非国有资本超过国有资本,这种资本垄断环境没有私人企业生存和生长的环境。特别是08年美国金融海啸后,中国的国有资本大步奔向世界,对内则大量的收缩。前段时间,温州民间信贷的危机致使私企纷纷倒闭,就是私人资本没有空间所造成的必然结果。

巩胜利认为,中共这62年中,没有出现一个在国家舞台上的大师,中国在世界上有影响力的大师几乎都是在民国时期出现的。

Ningbo Government Attempts to Mass-Produce “Steve Jobs” with a 50-Million Yuan Educating Program

Steve Jobs, the co-founder of Apple Inc.,
died on Oct. 5th due to respiratory arrest.
As the public looks forward to the emergence of “the next Jobs”,
the local government of Ningbo, Zhejiang province in China,
announced an educational program for the gifted and talented,
aimed at “cultivating abilities for 1,400 future Steve Jobs”
with a investment of more than 50 million Yuan.
Scholars made comments that the social environment in China
won’t allow any “Steve Jobs” to fully develop;
hence the Ningbo government’s program could be nothing
but a flashy show.

Recently, many Chinese media sources reported that
the Ningbo government carried out a proposal called
“Opinions towards implementation of the educational program
for gifted and talented people in Ningbo”.
According to this plan, 50 million Yuan will be spent to
cultivate leadership and creativity for 1,400 people every five years.
Currently, 700 people qualified for the first round.

The dissident writer Chen Shuqing from Zhejiang province
said that it is free competition and
a well-ordered legal system in the US that nurtured Steve Jobs
and helped cultivate his company, Apple.
Steve Jobs became Steve Jobs because of his own creativity,
as well as the power of his company.
Such social conditions paved the way for his expression;
his ability is something that would never have been born out of education alone.

Chen Shuqing:“Steve Jobs is a human, not a product.
For any human being to prove his worth,
the most important thing is to provide him an environment
which guarantees free market, fair competition and well-established social order.Such an environment protects freedom of contract,
private property, and personal dignity in a free market, thus it stimulates personal creativity to develop and bloom.”

IT commentator Yang Xiaowen from Beijing made comments
in a similar tone.
“Steve Jobs grew out of the economic environment in the US
and his personal surroundings.
Compared to the Chinese, Americans in general bear more open
and free minds;
that’s why it was reasonable for Steve to emerge naturally
in the US, rather than being ‘produced’ by any government programs”.

Yang Xiaowen:”Steve knew what kind of products to develop,
and he knew what kind of products could meet the future needs of consumers.
His talents and insights are innate, not learned.”

Yang Xiaowen further said that, “it is the education system
in China which suppresses the creativity of Chinese students”.
He believes that a “Steve Jobs” won’t appear in China
in the distant future.

Yang Xiaowen:“The education systems, as well as the
opinions of parents in China compared with parents in the US, are quite different.
Chinese parents usually only care about their children’s
curricular performance.
In comparison, American families and society focus less on
children’s grades.
They pay more attention to the development of children’s
own opinions and creativity.
So it is the exam-oriented education system in China
which stifles our children’s creative abilities.”

The famous independent China watcher, financial and
social commentator Gong Shengli attributes the absence of a “Steve Jobs” in China to the political regime.

Gong Shengli:“The political framework, including the
built-in rules enforced by the CCP’s one-party dictatorship
would in nature forbid any genius like Steve Jobs
to develop his ability.
If Steve were born in China, he would either be incorporated
into state-owned agencies or
become leaders of political bodies such as the National People’s
Congress or Chinese People’s Political Consultative Conference.
Even if Steve’s company was a great success in China
like Apple (in the US), the CCP government would surely
claim its success as the “success of China” and
use it as part of its global propaganda strategy.”

Gong Shengli said that, “the CCP does not allow
non-state-owned properties to exceed state-owned ones.
Private companies are never encouraged to grow up under
such monopolization; especially after the financial crisis in 2008,
the state-owned companies have developed
their business quickly outside China,
meanwhile the space for private companies to make profit
was even more suppressed inside China;
We have seen recently that many private companies went
bankrupt in Wenzhou due to the civilian mortgage crisis, which inevitably happened under such conditions.”

Gong Shengli added that not even one global leader
in academics or business has come out of China after the CCP seized power in 1949.
Almost all the Chinese great masters emerged during the time
when Republic of China governs the mainland.
