【禁闻】洛阳性奴案也成“国家机密”?

【新唐人2011年9月26日讯】近期,大陆媒体曝光了一个骇人听闻的案子,一名河南洛阳技术监督局职工,在地窖囚禁6名女子做为性奴,并将其中两人杀死。但报导这篇“性奴案”文章的记者,却被指责为“侵犯国家机密”。请看报导。

《南方都市报》记者纪许光披露,河南洛阳市技术监督局执法大队工作人员李浩,在自己购买的一个地下室内挖地洞,先后将6名女子关进地洞,限制她们的人身自由,进行人身侵害,并组织她们卖淫赚钱。

这6名女子,被囚禁时间最长的将近两年、最短的也有两个月。其间,李浩还残忍的将两名不服“管理”的女子杀害。

据了解,李浩现年34岁,是中共党员,大专学历,曾经作为消防兵在部队服役。报导说,李浩的妻子对“性奴案”并不知情,他们的孩子才刚刚一岁。

就在民众对李浩的惊人恶行进行声讨时,在洛阳酒店入住的纪许光,被两名自称来自洛阳市委的男子指责“侵犯国家机密”,并一再质问“谁给你的新闻线索? ”。纪许光担心“”被失踪”,立即通过微博“预警”,引起网民和媒体极大关注。

网友质疑:“不法干部养性奴,这算哪门子国家机密?”

《新京报》文章指出,按理说,李浩被捕后,当地政府最该做的事就是:严惩犯罪嫌疑人,告知公众真相。但洛阳当局却将李浩案列为“国家机密”,真让人疑惑:这算什么“国家机密”?

网络记者周曙光:“今天我看到,有句话是说:’国家机密是个筐,什么都可以朝里面装。’就是说,每个小小的官员都可以号称代表’国家机密’,代表国家的时候,就证明这个’国家机密’已经不算是’机密’了。”

李浩囚禁性奴长达两年,多名在夜总会等场所工作的女子相继失踪,直到9月初,李浩带一名女子外出卖淫,女子趁机逃脱报警,才使李浩落网。但洛阳当局随后把这一案件列为保密,不对民众公布。 《南都》记者纪许光也是在报导洛阳电视台记者李翔被害案的时候,偶然得知这起“性奴案”。

纪许光披露,“性奴案”在洛阳市的保密程度很高,在洛阳市8名副局长中,只有少数几人被指定“可以接触案件核心”。案卷的移交都由专人负责。洛阳警方正在内部排查,到底是谁泄露了“性奴案”。

洛阳路律师:“这个只是个新闻监督,作为新闻记者来说,他有他自己的职业道德。发现这样的事,他有义务来报导,这是新闻监督的一部分,根本不涉及到什么‘国家机密’的问题。”

路律师还谈到,对于一般案件,有侦查秘密一说,但绝不是“国家秘密”,而这个“性奴案”也不存在侦查秘密。

路律师:“人逮起来,然后事情公安机关已经查清楚了,没有影响到你这个案件、或者是串供呀,或者多个犯罪嫌疑人,一报导,其他犯罪嫌疑人看到这个消息,望风而逃,这个还有点说法。他就一个人单独犯罪。”

网络人士“菁菁远山”质疑,各级官员“严守党的纪律,保守党的秘密”,在所谓“国家机密”的幌子下,有多少真相被隐藏,又有多少的罪恶被掩埋?

在此之前,3年里获4次升迁、29岁就升任河北馆陶县代县长的闫宁,被民众怀疑背景不单纯。对于这位县长的简历,当地政府人员宣称那是“机密”,不便公开。

Sex Slaves Case – CCP’s State Secret

Recently, a shocking case was exposed by media in China.
A staff of Administration of Quality and Technology Supervision
in Luoyang, Henan province, imprisoned in his cellar
six women as sex slaves, and killed two of them.
The reporter of the case was accused of
“violating state secrets.”

Southern Metropolis Daily journalist Xu Jiguang reported
that Li Hao, a staff at Law Enforcement Unit
of Administration of Quality and Technology Supervision
of Luoyang city, Henan, imprisoned six women in his cellar.
Li abused the women and forced them
to prostitute for money.

These six women were held by him between two months
and nearly two years. Two of them were killed for disobedience.

Li Hao, a 34-year-old member of CCP (Chinese Communist
Party) and a college graduate, was a fireman in the army.
The report said that Li’s wife is not aware of the sex slaves.
They have 1 year old son.

The shocking evildoing aroused public’s condemnation. However,
the reporter Xu Jiguang was accused of “violating state secrets"
by two men who claimed to be staff members
of Luoyang Municipal Committee of CCP.
They repeatedly asked Xu, “Who gave you the news clues?"
Fearing that he himself might disappear,
Xu immediately posted the alarming message on his microblog,
drawing great concerns from netizens and the media.

A netizen questioned, “An unlawful cadre keeps sex slaves,
what sort of a state secret can this behavior be classified as?”

Beijing News comments that after Li was arrested, the authorities
should’ve punish the culprit and reveal the truth to the public.
However, they regard Li’s case as a “state secret",
which makes one wonder, “What kind of a ‘state secret’ is this?"

Zhou Shuguang (Network reporter): “Today I read a saying,
‘The state secret is a basket; anything can go in it.’
That is to say, any official can claim that what he has done
is a ’state secret’.
But when he is a representative of this country,
this is a prove that such a ’state secret’ has no secrecy at all.”

Li imprisoned sex slaves for two years. In early September,
when he kidnapped a woman outside for prostitution,
she took the opportunity to escape and called the police,
which arrested Li.
But Luoyang authorities classify this case as confidential,
not allowing it to be announced to the public.
Xu Jiguang accidentally heard of this sex slave’s case,
when he was reporting on a case of a killed Luoyang TV reporter.

Xu reveals that this sex slave’s case has a high level
of confidentiality in Luoyang.
Among eight Deputy Directors of the city, only a few are
designated “to get access to the core of the case.”
Even the transfer of files is conducted by an appointed person.

Luoyang police is now conducting an internal investigation,
trying to find out who leaked the “sex slaves case" Information.

Mr. Lu (Luoyang-based Lawyer): “This is just a news reporting.
For a news reporter, he has his own professional ethics.
He has such an obligation to report when he’s aware of it. It’s
part of the news reporting and it’s not related to state secrets.”

Lawyer Lu said that in general, a case may involve a secret
investigation, but this does not concern the state secrets.
As for this sex slaves case,
there’s no need to conduct secret investigation.

Mr. Lu: “After a suspect is arrested, the police can find out
the truth without affecting the case’s proceeding or confessions.
If a news report is made, other suspects will read it and flee.
But in this case, only Li himself committed the crime.”

Netizen “Jingjing Yuanshan” asks if all levels’ officials are required
to “strictly follow CCP’s discipline and keep CCP’s secrets.”
But under the so-called “state secrets" disguise, how many truths
have been hidden, and how many sins have been buried?

Prior to this case report, Yan Ning, who had been promoted
four times within the last three years,
was promoted to be the acting Mayor of Guantao county, Hebei,
at the age of 29. The public is suspicious of his background.
Local authorities claim that Yan Ning’s résumé is confidential
and can not be disclosed for public use.
