【禁闻】信号系统出错 无其他安全预案?

【新唐人2011年7月30日讯】上海铁路局长声称,“温州动车事故”是由于信号灯设备存在缺陷,雷击后红灯错误显示为绿灯而导致后方追尾。专家解释,这种红绿灯信号和紧急制动系统是相连的,在绿灯的情况下,紧急制动不会启动。但民众质疑,高速动车难道没有其他安全措施预案?

《新华网》报导,上海铁路局局长安路生28号说,“7•23”动车事故是由于温州南站信号设备在设计上存在严重缺陷,遭雷击发生故障后,导致本应显示为红灯的区间信号机错误显示为绿灯。

北京交通大学经济管理学院副教授李红昌表示,这个原因和他预先分析的比较接近。他解释,这个红绿灯信号指的不是路上可见的红绿灯,而是前方列车在碾压轨道之后向后方列车自动发出的车辆运行信号,这项信号系统和列车上的紧急制动系统相连。

李红昌:“但是是以它接收到的信号为红灯为前提,它才可能停车,因为你必须触发它。车上虽然有自动保护系统,但是你地面相关通信设备传来的信号,必须是表明前方有危险才行。但是恰恰传来的信号是绿灯。因此车本身不会自动停车的。”

但是民众质疑说,难道除了这个红绿灯系统,高速运行的动车再也没有其他安全保障系统了吗?铁路的野外设施没有避雷设施吗?

彭定鼎(北京自由撰稿人):“我不相信是设计缺陷。因为这是试验过的,肯定是试验过的。而且即便是设计缺陷,他出现了故障之后,没有应变措施吗?我不相信高铁的运营管理系统中没有考虑到出现意外事故的预案,是这个预案没有有效启动。这是根本的原因。”

而专栏作家杨恒均指出,廉价的电子设备都可以探查到前方的障碍物,为何高速的动车仅仅依靠红绿灯信号系统?

杨恒均:“我们随便买一个GPS,我们都可以侦查到很多东西,包括前面有没有红绿灯啊,我的速度有多少啊?前面有没有电子眼啊?随便买一个几千块钱的东西都可以搞定了。你铁道动车安装的红绿灯这么经不起问题?”

安路生当天在温州召开的国务院“7•23”甬温线特别重大铁路交通事故全体会议上说,存在设计缺陷的信号设备由北京一家研究设计院设计,2009年9月28号投入使用。

杨恒均质疑说,全国的高铁和动车是否都在使用出故障的红绿灯系统?缺陷有没有得到纠正?为何现在动车和高铁依然在运行?为何出事线路在事故原因还没友查清的情况下迅速恢复通车?

杨恒均:“我觉得应该一查到底。包括这个信号是谁提供的?技术经过过关没有?还有投标是怎么来的?我听说很多网友质疑铁道部修这种高铁动车,完全把工程承包给自己人。”

安路生在会议上还说,在雷击造成温州南站信号设备故障后,电务值班人员没有意识到信号可能错误显示,安全意识敏感性不强﹔温州南站值班人员对新设备关键部位性能不了解,没能及时有效发现和处置设备问题。

No Plan for Signal System Error?

Xinhua reported that An Lusheng,
head of Shanghai Railway Bureau, said on July 28,
the 7.23 high-speed train accident was due to serious design
flaws of the signal equipment at Wenzhou South Station.
After lightening strikes, the signal machine wrongly displayed
green lights instead of red lights.

Associate Prof. Li Hongchang of Beijing’s Jiaotong University, 
said the cause announced is close to his previous analysis. 
He explained that 
the signal lights are not road traffic lights.
They are signals sent automatically by trains
to the ones running behind them.
This signal system is connected to
the emergency braking system.

Li Hongchang: “The precondition is that the signal received
must be red, and then the emergency brake is triggered.
Although there are automatic protection systems on board, 
they are activated only by signals showing dangers ahead.
But if the signal sent is green,
the train will not automatically stop. “

People questioned, are there not any additional
protection systems other than the signal lights?
Are there not any lightening protection facilities
to protect the railway devices in the field?

Peng Dingding (Beijing-based freelance writer): 

“I do not believe the cause to be design flaws.
It must have been tested before.
Even if it were design flaws, 
isn’t there any contingency plan for a breakdown?
I do not believe that
there is no plan for unexpected accidents.
However, this plan was not effectively implemented.
This is the fundamental reason. “

Columnist Yang Hengjun pointed out that
even cheap electronic devices can detect obstacles ahead. 
Why does the high-speed railway only
rely on a traffic light signal system?

Yang Hengjun: “Even a GPS can detect many things,
including traffic lights, the vehicle’s speed and electronic eyes. 
I can detect all these with
a device of several thousand yuan. 
Why is the signal system of the high-speed rail
so vulnerable? “

An Lusheng said at a meeting of the State Department
regarding the 7.23 Wenzhou Train Accident
that the flawed signal equipment was designed
by a design institute in Beijing.
It was put into use on September 28, 2009.

Yang questioned if all the high -speed railway systems
are still using the flawed signal system?
Have the flaws been corrected?
Why are the high-speed trains still running (without testing)?
Why was the traffic on the route where the crash occurred
resumed so quickly before a thorough investigation?

Yang Hengjun: I think it should be investigated thoroughly,
including who provided the signals.
Was the technology tested and approved?
How did the bidding process go? 
I have heard many netizens questioning that

the people in the Ministry of Railways always
contracted out railway constructions to their relatives.

An Lusheng also said, after the lightening caused
the failure of Wenzhou South Station’s signal equipment,
electrical services crew didn’t realize that
the signal sent out could be wrong.
Thus, they were not sensitive about the security.
The railway staff on duty was also not familiar with 
the new equipment’s operations.
They failed to identify and solve the problems.
