【禁闻】武钢职工医院成当局私监狱?

【新唐人2011年5月3日讯】最近,武汉钢铁第二职工医院传出,一名被关进精神科病院的武钢职工徐武,逃离医院后接受电视台采访。不过随后他在电视台附近被便衣强行带走。据南方电视台记者查证,徐武已经被带回医院,目前医院正在加装铁窗,警力也增加了。

因为不满意武汉钢铁“同工不同酬”,以及“克扣工资”,现年43岁的职工徐武,多次上访陈情,3次被鉴定为“偏执性精神病”,关了4年,越狱两次,最后都被便衣警察带回医
院。至于武钢医院为何能动用警力抓捕逃跑的“病人”,引起网民议论。有人认为,武钢医院是不是已经沦为当局惩治访民的黑监狱?

4月19号,徐武逃出精神病院后,来到广州精神病院做鉴定,希望证实自己没有精神病。27号他接受南方电视台《拍案惊奇》栏目采访,离开时被一群不明身份的人给强行带走,整
个过程都被监视器给拍了下来。

据报导,徐武到广州市精神病医院做神经心理测试等相关检查。接诊的是一位林姓教授,他在病历上写下“自我评价稍低”、“抑郁情绪”。原本徐武计划电视台访谈结束,要再
前往较具权威的机构做精神鉴定,却被7、8个不明身份的人强行带走,其中有一名操武汉口音的男子说自己是警察,要电视台的保安放行。《拍案惊奇》的记者,扣留了其中一个
人,并将他带到广州华乐街派出所报案。但他只说自己姓周,不肯透露真实身份。

《法广》报导,武汉是少数几个出台《精神卫生条例》的城市,该《条例》规定“只有监护人、近亲属确无能力送医的情况下,精神障碍者所在单位、公安机关等机构才被赋予协
助的权利。”

然而,徐武既没有严重危害社会行为,也没有监护人和亲属的委托,甚至就连精神病诊断都还存有疑问的情况下,武汉警方还是坚持抓捕。

据《中华网》报导,武钢二院负责人陈中华认为,院办在徐武身上耗费的精力太多了。他曾经提过,不应该将徐武关在精神病院,但上面就是不肯放人。

《法广》报导,徐武在广州所作的鉴定,似乎直接否认了武汉方面的结论。民众议论,这是当局以精神病收治为名,行非法拘禁之实。而精神病鉴定已经成为不少地方政府,压制
不同声音的惯用手段。

Hospital or Prison?

Recently, after Xu Wu had escaped from Wuhan’s
Iron & Steel Workers’ Hospital, he was interviewed
by Southern Television (STV). Soon he was taken
away by the plainclothes. A STV reporter confirmed
that Xu Wu is back to the hospital which is now
putting on window bars and adding more police.

Xu Wu, 43, petitioned about unfair hospital policies:
unequal pay for equal work and deduction of wages.
Thus he was diagnosed with paranoia psychosis
3 time and was detained 4 years in the hospital.
Escaping twice, he is now back in the hospital.
Why a hospital can use police to bring back
escaped patients? It is believed that local authorities
use the hospital as a black prison for petitioners.

On April 19, Xu Wu escaped this hospital and went
to Guangzhou Mental Hospital, hoping that there
someone would confirm his normalcy.
On April 27, after being interviewed by STV,
he was taken away by a group of unidentified people
and the whole process was recorded on a video tape.

Reports claim that Xu Wu was received by Prof. Lin
in the Guangzhou Mental Hospital. Lin recorded
that Xu suffers from low self esteem and depression.
Xu intended to have further evaluation
by well-known organizations after the interview.
However, he was taken away by plainclothes instead.
STV guards detained one of them, but he refused
to disclose his identity, giving Zhou as his last name.

Faguang reported: “Wuhan is one of the few cities
that does neuropsychological tests in cases
where if guardians and close relatives are not able
to send the patient to a hospital, the work units and
public security bureau can be authorized to assist.”

However, Wu Xu never exhibited harmful behavior
and had no confirmed mental diagnosis, yet police,
without authorization from his guardians or relatives,
insisted on arresting him.

XinhuaNet reported: “Chen Zhonghua, the director
of the hospital, believes that dealing with Xu
is too energy consuming and that he said once
that Xu should not be in the hospital, however
Chen’s superiors have disagreed with that.”

Faguang reported: “Guangzhou’s diagnosis directly
contradicts to that of Wuhan’s. Public opinions are:
use of mental illness as an excuse for an arrest.”
In reality, local authorities of many areas are using
psychological tests to silence dissenting voices.
