【禁闻】官衙腐败 贫困县楼比白宫大八倍

【新唐人2011年3月30日讯】对比中美两地的办公大楼,一直是中国网民乐此不疲的事。其实,盖豪华的办公楼也没什么错,但如果“国家级”的贫困县,都能盖出规模超过8个美国白宫大的政府大楼,那确实有点说不过去。到底“钱”从哪里来?中共官衙的腐败再次令人啧啧称奇。

香港《星岛日报》3月27号报导,安徽省安庆市的望江县正在兴建县府大楼,总面积4万3600平方公尺,相当于8.5个美国白宫大,内外装潢极尽奢华。 不过这还没完,从“望江县政务新区规划图”可以看出,除了占地90多亩的办公大楼,还包括了占地约90亩的音乐喷泉广场、亲水广场、鱼趣台,以及露天咖啡座等等。

如此规模宏大奢华的“超级白宫”,恰恰矗立在官方登记在案的财政贫困县﹣望江县的收入在安徽全省县级中排名垫底。这座豪华楼一盖,立马引起网民的讨伐。

到底,钱和土地从哪里来?安庆市纪委说已经介入调查。但是有网民质疑,这些官儿都是裙带关系,豪华楼只是愈盖愈多。

面对外界的批评声浪,安庆市监察部门坦承有项目审批手续不全、装潢超过标准等问题,但还是强调:望江县办公大楼的建筑面积并没有“超标”。

3月28号《荆楚网》的一篇文章就讽刺的说,望江县的“超级白宫”豪华程度只是一般水准。对比网友曾发帖曝光的中国“史上最牛办事处”照片,山东省邹城市的千泉街道办事处,12层的大楼耸立云霄,气派非凡,奢华的就像一座山寨版皇宫。一个街道办事处都能盖出一座山寨皇宫,堂堂的望江县府办公大楼,规模超过8个美国白宫其实不算什么。

纽约的《世界经理人》网站“公牛报告”的文章指出,这是“炫耀性腐败造就奢侈”。文章中说,豪华办公楼的“业主”几乎是权力部门,是当地执法司法部门,以及党委、政府、人大、政协“四大班子”的办公大楼,也就是“权力行使者和监督者都‘各得其所’。”

并且各地的豪华办公楼工程都存在拖、欠、赊现象,有欠建筑商的,有欠材料商的,更有欠农民征地补偿款的。文章说,“建豪华大楼的政治主体,强征强借强欠本身就是一种滥用权力,炫耀权力的表现。”

这也难怪,中国互联网盛行着一句话,“再穷不能穷领导,再苦不能苦干部。”现在“顺应潮流”,网民又改成了,“再穷不能穷盖楼,再苦不能苦干部。”

8 Times Larger Than the White House

Chinese netizens enjoy comparing office buildings
in China and in the U.S. It cannot be justified that
“poor” Chinese counties have buildings over 8 times
larger than the White House.
Where does the money for construction come from?
The corruption of Chinese governments is ludicrous.

Hong Kong’s Sing Tao Daily reported on March 27,
that in Anqing City of Anhui Province,
the Wangjiang County government building
will be over 43,600 square meters, equivalent to
the area of 8.5 U.S. White Houses. The entire
building will be extravagantly decorated. In addition
to the office building, there will also be nearly
15 acres of recreational facilities, including squares,
musical fountain, open-air cafes and so on.

This super “White House" is built in the county
with the lowest income in the province.
This construction immediately caused uproar.

From where did they obtain money and land?
Anqing Communist Commission for Discipline said
that they have already started an investigation.
However, many netizens question this,
as the officials are all connected by nepotism.

Faced with heavy criticism, Anqing City’s project
supervision bureau acknowledged problems of
incomplete examination and approval procedures,
but stressed the building area was not “excessive".

On March 28, online newspaper Jingchu.com said
that the “Super White House" is only average.
In Zoucheng City of Shandong, one neighborhood
agency has a 12-storey skyscraper office building.
The luxuriously built construction is just like a palace.
Comparing to the office building of a small agency,
the “super White House” is more reasonable.

New York-based icxo.com posted an article saying
that it is “extravagancy created by
conspicuous corruption". It said that the owners
of these luxurious office buildings belong
to the powerful ruling class, such as the local law
enforcement departments, party committees,
local governments and the CPPCC. That is,
administrators and monitors all get what they want.

Almost all luxurious office buildings and projects
default on payments to constructors or suppliers.
Some owe farmers land acquisition compensation.
The article said, “political bodies that build them
acquire land and taken by force. It’s a manifestation
of their abuse and showing off of their power.”

There is a popular saying among Chinese netizens:
“No matter how poor the people are,
cheap office buildings will not be constructed;
communist cadres cannot suffer from discomfort.
