【新唐人2014年09月17日訊】中共官媒新華社16號說，上海自貿試驗區管委會常務副主任、黨組書記戴海波被免職。而港媒則透露，中紀委書記王岐山，就在上週造訪了上海。上海著名律師鄭恩寵對本臺表示，自貿區涉及到土地問題，江澤民二兒子江綿康擔任上海市建設交通委員會巡視員。中央查戴海波，可能會令江綿康的貪腐問題進一步暴露。
16號，「新華社發佈」客戶端信息顯示，上海市政府副秘書長戴海波，不再擔任上海自貿試驗區管委會常務副主任、黨組書記。不過，目前仍保留市政府副秘書長一職。
《21世紀經濟報導》引述消息人士說，戴海波前幾星期曾接受紀檢部門問話，而自貿區的相關管理工作，已經在上星期開始交接。戴海波被調查的重點，是他擁有多得超出常理的房產。知情人士分析，戴海波被調查，很可能由於他的前妻舉報。
上海著名律師鄭恩寵9月16號對新唐人表示，上海自貿區的開發涉及到土地問題，而江澤民二兒子江綿康，擔任上海建設交通委員會正局級巡視員，掌管土地和建設問題。因此中央調查戴海波，會使江綿康的貪腐問題進一步暴露。
上海律師鄭恩寵：「外高橋的土地原來是國有土地，怎麼現在變成自貿區的土地？那麼所有中國內資企業到外高橋註冊一個企業，那也涉及到土地問題。如果你開辦一個廠家，開辦一個商場，開辦一個娛樂設施，都要涉及到土地問題，那又經過江澤民小兒子的手了。這個是千絲萬縷的關係。」
鄭恩寵在之前給中央巡視組的舉報信中揭露，江綿康在上海擔任了6個官辦房地產相關單位的最高職務，每個職務都能掙錢，還不被公眾知道。
大陸《21世紀經濟報導》和《新京報》報導，上週中紀委高層曾親自去上海，但還不確定，是不是和戴海波事情直接相關。而香港《南華早報》也在15號，引用三名政府人士消息說，中紀委書記王岐山，上週去了上海的。
鄭恩寵分析說，王岐山訪問上海，大概不是為了戴海波這只「蒼蠅」，而是為了「老虎」級人物。可能巡視組從戴海波這個案子當中發現了一個大的線索，或者涉及到韓正﹔或者是上海市長﹔或者是某個市委副書記、常委、政協主席之類的。最近上海坊間已經有傳言，原上海人大常委會主任龔學平被調查了。
鄭恩寵：「他（龔學平）真是江澤民的親信，原先廣電局的局長。龔學平可能咬出來一點人。他原先做上海市副市長，中共上海市委副書記，他的提拔是江澤民一手提拔的。這個人出事情，比戴海波出事情更大。所以如果王岐山到上海來，肯定要給龔學平案子拍板。」
最近幾個月，包括廣東、山西在內的多個省市，都有省部級官員倒臺。但是上海卻只有廳局級官員，和國企董事長王宗南被拿下「湊數」。
鄭恩寵認為，王岐山一定對韓正十分不滿，因此親臨上海督陣。但是鄭恩寵表示，上海最大的問題還是韓正，這個人不解決，上海其他問題解決不了。
鄭恩寵：「『東八塊』的問題跟他無關嗎？完全不可能的事情。你說江澤民的兒子，小兒子大兒子。大兒子搞的通信產業，如果沒有韓正這個人在上海支持他，給他貸款、給他土地、給他人、給他市場，那也不行。他的小兒子的職務是『悶聲大發財』，全部是官方的職務，這麼一個任免，沒有得到韓正的點頭是不行的。」
《金融時報》報導說，就在上海自貿區成立將近一週年之際，戴海波提前離職，令人們越發擔心自貿區的未來。分析師表示，自貿區在放鬆資本管制，或利率自由化方面的進展乏善可陳。

Wang Qishan Visits Shanghai for Tiger or Fly?

Shanghai lawyer Zheng Enchong analyzes that the FTZ
has been involved in land issue which was supervised
by Jiang Miankang, Jiang Zemin’s second son.
The investigation of Dai Haibo could expose the graft case
Jiang Miankang is alleged of.
Xinhua News Agency reported on Sept. 16, Dai Haibo will
no longer serve as FTZ deputy director and party secretary.
However, he remains in his municipal government
deputy secretary-general post.
According to 21cbh.com, sources revealed Dai Haibo
was questioned by the anti-graft organ a few weeks ago.
His task at the FTZ began transferring last week.
The investigation of Dai Haibo is focused on his unusual
multi-real estate properties.
It is analyzed that his ex-wife could have been
the whistleblower.
Shanghai lawyer Zheng Enchong tells NTD that land usage
of Shanghai FTZ has been an issue.
Jiang Miankang was once in charge of land and construction
as an inspector of Shanghai Construction and Transportation
Commission.
The graft case involving Jiang Miankang could be exposed
through the investigation of Dai Haibo.
Zheng Enchong: “The land in Waigaoqiao was originally
state-owned but became the land for FTZ.
How did that happen?
Any domestically-funded enterprise intending to register
a business in Waigaoqiao will engage in the land issue.
Be it a factory, a shopping mall, or an entertainment facility,
the land issue is always involved and thus Jiang Miankang
is also involved. It is an issue of an intricate network."
Zheng Enchong had reported to the central inspection teams
regarding Jiang Miankang’s secret profiteering through his
six posts in Shanghai highest government-run
real estate-related units.
Central inspection commission executives visited Shanghai
last week, according to reports by 21cbh.com
and Beijing News.
Whether the visits are related to Dai Haibo’s case
is unknown.
Three officials also revealed to Hong Kong’s South China
Morning Post that Wang Qishan went to Shanghai last week.
Zheng Enchong does not believe Wang Qishan’s visit
to Shanghai was for “fly" Dai Haibo.
Instead, some major clue could have been identified through
Dai Haibo’s case regarding a “tiger."
It could be former Shanghai mayor Han Zheng,
incumbent mayor, or some central leaders.
It is rumored that former director of Shanghai People’s
Congress Gong Xueping has been investigated.
Zheng Enchong: “Gong Xueping is truly a confidant
of Jiang Zemin.
He was the former director of Shanghai radio and TV
bureau. Gong Xueping could give out quite a few people.
Once the vice mayor of Shanghai, he was promoted
and hand-picked by Jiang Zemin.
His will lead to bigger issues than Dai Haibo.
I am certain that Wang Qishan’s visit to Shanghai
was to finalize the case about Gong Xueping."
Numerous provincial officials’ downfalls were seen recently
in Guangdong and Shanxi.
Shanghai, however, has just a few bureau-level officials and
a state-owned business chairman, Wang Zongnan, sacked.
Zheng Enchong believes Wang Qishan might not be satisfied
with Han Zheng’s performance and thus visited Shanghai himself.
But Zheng Enchong indicates, Han Zheng is Shanghai’s
biggest issue.
Shanghai’s problem will continue
as long as Han Zheng exists.
Zheng Enchong: “Can he have nothing to do with
the business center in the northeast Jing’an District?
No way.
Jiang Zemin’s elder son needs Han Zheng’s support in loan,
land, personnel, and market to develop his telecommunication
business.
Jiang’s younger son specializes in profiteering “silently."
His official posts need Han Zheng’s approval."
Financial Times analyzed that the news of the premature
departure of Dai Haibo “will underline concerns about
the FTZ"s future as it approaches its first anniversary
this month.
Analysts say there has been scant progress on loosening
capital controls or liberalising interest rates in the zone.’
