【新唐人2014年03月28日訊】目前正在瑞士日內瓦舉行的聯合國人權會議，日前，發生了一起疑似間諜事件。一名以中國非政府組織代表身份參加會議的男子，因違規拍照行為被吊銷與會通行證，並遭到驅離。有分析人士指出，中國的非政府組織是冒牌貨，它們的真實身份是中共的外圍分支機構，負有收集情報的任務。
19號，在聯合國人權會議上，一名以中國非政府組織代表身份與會的男子，用平板電腦近距離拍攝了中國異議人士王炳章的女兒王天安，在被聯合國工作人員制止後，這名男子又將平板電腦藏於西裝內，但相機的鏡頭伸出，並再次指向王天安。聯合國於是禁止他繼續參加會議，聯合國表示，這名男子的行為屬於恐嚇。
現年24歲出生於加拿大的王天安，找到聯合國安保人員，證實這名男子是「中國西藏文化保護與發展協會」的代表。王天安在接受加拿大通訊社和電視臺訪問時表示，這個人的行為是一種間諜行為，不過，手段很業餘。
前中共情報官李鳳智：「中共政府對異議人士的監視從來就沒有停止過，在國內也是，在國外更是，不過這次做的有點愚蠢，在眾目睽睽之下，還要偷拍她的東西，也不是偷拍啦，有點明目張膽，好像無所顧忌。」
據了解，王天安是應非政府組織「聯合國觀察」(UN Watch)的邀請，參加了這次人權會議。不過，18號，王天安就父親王炳章被中共當局長期監禁，和中國政治犯問題作證時，曾遭到中方代表的干擾。
「聯合國觀察」執行主任希勒爾•諾伊爾(Hillel Neuer)在發佈的新聞稿中寫道：「我們認為，這起事件是蓄意的恐嚇行為，目地是報復我們邀請的代表與聯合國人權機制合作。」
聯合國人權理事會拒絕透露這名男子的姓名。不過，有活動人士在社交媒體上披露，他是中國西藏問題專家朱曉明，曾擔任中共中央統戰部民族宗教局局長、及中國藏學研究中心黨組書記等職位。
美國紐約城市大學政治學教授夏明：「中國通過各種非政府組織派出的人，基本上都是作為統戰的需要，作為監控、作為收集情報和刺探情報，基本上都是達到這些目地。」
據美國《紐約時報》報導，聯合國一位發言人24號表示，鑒於情況的嚴重性，這名男子原訂28號到期的會議通行證已被吊銷，並且不准他進入聯合國的大樓。
報導還提到，「中國西藏文化保護與發展協會」設在北京一座安保嚴密的建築內，而這座建築鄰近中共統戰部。
公開資料顯示，這個協會的名譽會長是前中共統戰部部長杜青林，和曾擔任西藏自治區黨委副書記的熱地。會長是現任中共全國政協副主席的帕巴拉•格列朗傑，而前中央統戰部副部長朱維群，是這個協會的副會長之一。
李鳳智：「中國沒有真正的政治性的非政府組織，從來就沒有過，都是共產黨的一個外圍的分支機構，它是披著非政府組織的羊皮，具有共產黨的狼性。有某種程度上的收集信息的功能和任務，我說的是靠近情報意義上的信息收集。」
報導指出，這一事件讓公眾注意到一個秘密，就是一些名為非政府的組織，正在推動中共當局的政治目標，甚至對一些被認為對中共當局不利的人進行監視。
夏明：「應該說這裡面不是一個孤立的事件，恐怕任何中國NGO的代表團裡面都有國家安全部、統戰部、宣傳部，還有總參，包括軍警系統、公安部等等安插的隨行人員，一方面是對團員進行監督、管理、控制，另一方面，在外面收集情報，同時對海外民間社會進行滲透，把一些非常重要或積極的海外公益社會或非政府組織領導人列上黑名單，或對他們進行滲透和拉攏。」
「聯合國觀察」認為，僅針對違規拍照的人做出處分是不夠的，應該取消「中國西藏文化保護與發展協會」的與會資格，不過，聯合國並沒有禁止這個非政府組織參與往後幾天的議程。

China NGO Representative Caught Spying During UN Human Rights Council Session
An incident involving a suspected spy inside the UN
Human Rights Council in Geneva has been reported.
A man bearing a China NGO observer
badge was barred from the meeting.
His pass was removed after he took photographs
of attendees, which is against meeting regulations.
Some China NGO representatives are actually though to be
intelligence agents of the Chinese Communist Party (CCP).
On March 19, at a UN Human Rights Council
(UNHRC) session in Geneva, an NGO representative
from China took photographs of Ti-Anna Wang.
Ti-Anna Wang is the daughter of
Chinese dissident Wang Bing Zhang.
The man took the photos at close
range with his hand-held tablet.
After being stopped by a UN employee,
he hid his tablet inside his jacket.
However, he persisted to again target
Ti-Anna Wang with a partially exposed camera.
The UN barred him from the plenary session,
and described his behavior as “intimidation.”
Ti-Anna Wang, aged 24, was born in Canada.
She was able to confirm from the UN security officers
that the man was a representative of China Association
for Preservation and Development of Tibetan Culture.
In an interview with media, Ms. Wang
said, “It’s not professional spy work.”
Li Fengzhi, former Ministry of State Security intelligence
officer: “The Chinese Communist regime has never
stopped its surveillance of dissidents, at home and abroad.
This act was a bit silly, in the open and in front
of a full audience. It was so bold and obvious.”
Ti-Anna Wang was invited to speak at the UNHRC by
UN Watch, a Geneva-based nongovernmental organization.
Her testimony was about the life imprisonment of her father
Wang Bing Zhang, and other Chinese political prisoners.
Hillel Neuer, Executive Director of UN Watch,
commented in a complaint to the UNHRC.
“We consider this incident to be an act of
deliberate intimidation in reprisal against
our delegate, for her cooperation with the
United Nations human rights mechanisms.”
The UNHRC refused to disclose the man’s name.
However, a cyber manhunt disclosed his alleged
identity as that of Zhu Xiaoming, an expert on Tibet.
He was formerly Director of State Administration for
Religious Affairs, Central United Front Work Department,
and the Secretary of China Tibetology Research Center.
Xia Ming, Professor of Political Science, City
University of New York: “China’s NGO’s were
established for the purpose of ‘united front’ work.
They serve as tools to monitor and collect intelligence.”
According to a New York Times report, a UN
spokesperson confirmed the man’s pass was removed.
He was also barred from returning to the
UN building, given the gravity of the situation.
The New York Times added, “the headquarters
of the China Association for Preservation and
Development of Tibetan Culture are in a heavily
guarded government building in Beijing.”
This is situated “next to the United Front headquarters.”
According to the organizations website, its
honorary President, Du Qinglin, is a former
head of the United Front Work Department.
The current president, Pagbalha Geleg Namgyai, is a
Vice Chairman of the Political Consultative Conference.
One of the Vice-Presidents, Zhu Weiqun, is a former
Deputy Head of the United Front Work Department.
Li Fengzhi: “There has never been a real
NGO in China. They are a branch of the CCP.
They are disguised with the fleece of an NGO, but
underneath, there is the wolf nature of the CCP.
To some extent, they function to collect intelligence.”
The New York Times indicates that, “the
incident drew attention to an open secret that
is nevertheless rarely so clearly demonstrated —
that some Chinese groups listed as non-governmental
organizations are in fact actively working to promote the
Communist government’s political goals and may spy
on people that Beijing considers hostile to its interests.”
Xia Ming: “This is definitely not an isolated case.
I believe any delegates from the Chinese NGO’s
include members from the national security department.
They also include members of the United
Front Work Department, Propaganda
Department, as well as the General Staff.
Even military guards and staff, police officers, and
the Ministry of Public Security, exist to monitor,
manage, and control citizens, and gather intelligence.
They also infiltrate overseas civil groups and collect a
black list of significant and active overseas activists.
They penetrate into and befriend other groups.”
UN Watch has appealed to the UNHRC to remove
the Chinese association’s credentials as an NGO.
They consider that the punishment
of one individual is not enough.
However, the UN did not intervene to stop this NGO
taking part in the sessions in the following days.
