【新唐人2014年03月03日訊】大陸著名維權律師高智晟在新疆沙雅監獄服刑，已經將近3年，這期間當局一直阻撓他的親屬到監獄探望，截至目前，高智晟的家人僅僅被允許探監兩次，但都被禁止問及高智晟在獄中的任何情況。自去年1月起，高智晟與家人再次失去了聯繫，令家人無比擔憂。
據《法國國際廣播電臺》報導，還在新疆沙雅監獄服刑的大陸維權律師高智晟，他的妻子耿和，2月27號向聯合國遞交申請，呼籲聯合國調查高智晟現狀，因為自去年1月到現在，高智晟音信全無。
大陸維權律師高智晟妻子耿和：「最近的消息就是去年元月中旬吧，大哥去看的他，到現在沒有消息。前兩天我給大哥打電話，過年的時候大哥說的是給高智晟寄了六百塊錢，（監獄）也不讓家裏人去看，也不知道他收到沒有，給它們打電話也沒有接，也是挺擔心的。」
報導還引述美國人權組織「現在自由」創辦人賈瑞德•根瑟，在《華爾街日報》發表的文章表示，耿和向「聯合國被迫和非自願失蹤問題工作組」提交申請說，高智晟的家人因為不知道高智晟是否活著而深感不安，中共政府違反自己的法律，不允許家人探視，和通信，也不讓高智晟會見律師。
耿和：「高智晟這個據說按照中共說是，2011年底不是判3年嗎，是不是？現在已經兩年多了，兩年多就允許家人看了兩次。我希望媒體更多的關注高智晟這個案子，因為家屬一個月探視一次這是監獄規定的，但是在我們這怎麼就這麼例外？」
據了解，高智晟2006年8月15號被警方秘密綁架，12月22號被當局以「煽動顛覆國家政權罪」判處有期徒刑三年，緩刑五年。但在緩刑期間，高智晟又多次遭到綁架和非法拘禁，受盡酷刑虐待，一度引發各國媒體及人權組織的關注。
2011年底，高智晟緩刑期即將屆滿時，北京中級人民法院以高智晟在「緩刑期間多次違反規定」為由，再次裁決，重新監禁高智晟三年。這期間，當局一直以各種理由和藉口，拒絕和拖延高智晟家屬提出的探監請求。
耿和：「大哥按照以前的這種規定，給他們當地的榆林公安局、佳縣公安局打電話，他們公安再跟北京溝通，北京可能再跟新疆溝通，要它們都允許了，大哥才能去看去。它們就是互相踢皮球，要不然就是不接電話，都沒有允許家裏面去見，所以家裏面這麼遠的路也就不敢輕易的去走一趟，你走了也不讓看。」
儘管去年1月，高智晟的哥哥高智義得以第二次與高智晟見面，但除了能確認高智晟還活在人世以外，其他問題一律被禁止提及。
耿和：「看他的精神狀態還可以，但是不讓問他在裡面的任何情況，不允許問。如果問了呢，就要立即中斷見面會談，光能問家裏面的事。」
耿和認為，高智晟表面的精神狀況說明不了甚麼，因為那很有可能是高智晟為了不讓家人擔憂和傷心，有意「偽裝」出來的。
耿和：「因為在2006、07、08、09年的時候，我們在家的時候，高智晟就強制失蹤6次以上！到現在就更多了，在加上最近這幾年。每次高智晟回家的時候他都很高興，都讓我們看不出來他在外面遭受各種酷刑。受酷刑也是我在外面才知道，高智晟總是把樂觀的一面留給家人。如果高智晟在監獄裡面，他知道他不能為家人做甚麼了，所以他更不願意把他那種遭遇或者苦難表面流露出來，只有家人放心，他自己才能安心。」
耿和難過的表示，雖然今年過年的時候沒能和高智晟見面，但她期盼在四月份高智晟50歲生日的時候，能夠有機會見自己的丈夫一面。耿和還呼籲，希望媒體、國際社會能夠更多的關注高智晟的案子，促使當局能夠讓高智晟享有與家屬見面、通信的基本權利。

Gao Zhisheng Is Missing Again, Family Seek Help
The prominent rights defending lawyer Gao Zhisheng has been
kept in Shaya prison in Xinjiang for nearly three years.
The authorities have obstructed family visits as always.
In the only two family visits granted, no question about life in
the prison was permitted.
Since January 2013, Mr. Gao has been missing,
leaving his family with extreme concern.
Chinese human rights lawyer Gao Zhisheng’s wife Geng He
filed a complaint on Feb. 27 with the U.N. Working Group on
Enforced and Involuntary Disappearances.
She hopes the Working Group will urge the Chinese government
to conduct an investigation into Mr. Gao’s disappearance since
last January, according to a WSJ article.
Geng He, wife of lawyer Gao Zhisheng: “The latest was last
January when Mr. Gao’s eldest brother visited him.
Two days ago brother told me on the phone that they have
mailed 600 yuan to Mr. Gao.
They don’t allow the family to visit, and we don’t even know
if he has received the money.
No on would answer the call. We are very worried."
Jared Genser, founder of Freedom Now, stated in his article in
WSJ, “Mr. Gao’s family is “distraught because they have no
idea whether he is even alive,"”
and Mrs. Gao noted, “The Chinese government is violating
its own laws allowing for regular family visits, written
correspondence, and access to counsel.”
Geng He: “Gao Zhisheng was said to be sentenced to three
years at the end of 2011, according to the Communist regime.
It has been more than two years now and a family visit was only
permitted two times.
I hope the media will pay more attention to Gao Zhisheng’s case.
A monthly family visit is the prison regulation.
How come we get to be so different?"
Gao Zhisheng was secretly abducted by the police on August
15, 2006.
On Dec. 22, with the charge of “inciting subversion of state
power" Mr. Gao was sentenced to three years imprisonment
suspended for five years.
However, during probation, Mr. Gao was repeatedly kidnapped.
The illegal detention and torture during the kidnapping had
once triggered attention from world media and human rights
organizations.
Before the expiration of Mr. Gao’s probation at the end of 2011,
Beijing Intermediate People’s Court cited Gao Zhisheng’s
repeated violation during probation, and returned Gao Zhisheng
back to jail for three years.
Since then, the authorities have denied and delayed Mr. Gao’s
family’s request to visit.
Geng He: “Brother has followed their regulation to call the
local Public Security Bureau at Yulin and Jiaxian, which will
communicate with Beijing.
After Beijing’s communication with Xinjiang, with all approvals,
then brother would be able to visit Mr. Gao.
They have been either passing the buck to each other, or not
answering the phone, just to obstruct the family visit.
It is such a long distance, you can not just take off and go,
they won’t let you in."
January 2013, Mr. Gao’s brother Gao Zhiyi got to see Mr. Gao
for the second time.
Other than knowing that he was alive at that time,
no question was allowed.
Geng He: “He seemed ok mentally. But no question about the
prison is allowed. Otherwise, they will cut the meeting.
Only questions about back home are permitted."
Geng He indicates Mr. Gao’s mental state was only on the surface,
which could be explained as Mr. Gao’s pretence to free the
worry and sadness of the family.
Geng He: “Because between 2006 and 2009 when we were at
home, Gao Zhisheng had been forced to disappear more
than six times.
There was even more after that, in particular in recent years.
He was very happy to go home and would not let us see the
torture he had been through.
I did not know of the torture until I left China.
Gao Zhisheng has always shown his optimistic side to the family.
Gao Zhisheng knows that in the prison, he could not do anything
for his family, so he is more reluctant to reveal his experience
and pain, for only when the family is at ease, he feels at ease."
In sadness, Geng He says that even though they did not get to
see Gao Zhisheng this Chinese New Year, she hopes to see her
husband on his 50th birthday.
Geng He also appeals to the media and the international
community to pay more attention to Gao Zhisheng’s case,
urging the authorities to allow Gao Zhisheng’s basic rights to
meet with and to write to the family members.
