【禁聞】64%中國富豪移民 中共禁升「裸官」

【新唐人2014年01月18日訊】中國「胡潤研究院」16號公布的調查數據顯示,中國+富豪移民比例高達64%, 而身價過億元的富豪,已有1/3移民到國外。此外,中共最近明令禁止「裸官」升職,以防止那些將家人移民,獨自留國任職的貪官,透過直系親屬,將資產轉移國外。

胡潤研究院」,是一家追蹤記錄中國企業家群體變化的機構,最近半年時間裏,「胡潤」以一對一的調查方式,訪問了393名個人資產超過1000萬元的大陸富豪。

調查結果顯示,中國+富豪移民上升4個百分點,到達64%,主要原因是,有1/3的億萬富翁都已移民,從而提高富豪們從中國出走的比例。

去年的《中國國際移民報告2012》顯示,個人資產超過1億元的,27%已經移民,47%考慮移民,資產超過1000萬元的,60%考慮移民或正在移民。

對於中國富豪移民比例的逐年增加,北京時政觀察人士華頗認為,主要有兩個原因。

北京時政觀察人士華頗:「富豪移民,第一是因為中國的稅太高,各種的稅太高,是為了避稅、逃稅;第二是對現在的體制不放心,持懷疑態度,是一種避險的行為,所以這兩種原因,導致中國的富豪趕快把資產轉移到海外,擱進保險櫃裡。」

中國資深法學專家趙遠明認為,除了中共獨裁政權讓富豪們感到不安外,更重要的是大部分富豪都是「官商勾結」的暴發戶,賺的多是不義之財,在中共反腐肅貪的大氣候下,他們要加緊轉移財產移民海外。

中國資深法學專家趙遠明:「有很多實際上就是靠貪腐去取得這種經營的特權,或者取得某種市場的份額,或者取得原材料的擁有等等,就是說在整個工業、農業甚至商業流通系統,它有相當部分是靠官員的腐敗,或者靠個人的人脈關係所取得的。」

1月14號,上海《東方早報》刊文披露,中國富豪多有黨政軍背景。如:「紅色資本家」榮智健父親榮毅仁,曾擔任國家副主席;而曾三次入選「中國首富」的王健林,他的父親曾出任西藏副主席,他曾親口承認,中國富豪難有不行賄的。

另外,陳寧寧、潘石屹(夫婦)、馬化騰、朱保國、張湧、黃茂如(夫婦)、戴皓、黃怒波、張克強和劉長樂等10個人的父親,是中共中級幹部。

「胡潤研究院」的調查還指出,大多數中國富豪只拿了外國的永久居留權,並沒有改變國籍。

華頗:「他們現在雖然在國內,只不過暫時來講繼續榨取國內的資源,但是他們隨時準備逃跑,就是他們的救生艇隨時在準備著,只要形勢有變,他們立刻就會出逃,只不過現在是他們還要在國內繼續吸金,能夠賺一點就賺一點。

1月14號,中共總書記習近平在中紀委第三次全體會議上,再次聲言要「以刮骨療毒、壯士斷腕的勇氣」反腐。

此外,中共還出臺新規:禁止晉升「裸官」。媒體猜測,當局是擔心那些已經將家人移民,自己獨自留在國內任職的「裸官」們,可能透過直系親屬,將資產轉移國外。

華頗指出,中共官場遍地的裸官,已經造成官逼民反,所以中共高層現在要向裸官、貪官開刀。而且中紀委也放聲,要加大力度追捕出逃的貪官。

華頗:「現在這場反腐風暴,我想習會打一些大老虎出來,讓民眾對他們要抱有希望,因為以前胡、溫十年,已經看出中共執政危機,但是他們政令不出中南海,所以習上臺強力反腐,就是給民眾以希望,但是這場風暴要加強中共的領導,就是加強中共在政治上的壟斷。」

華頗指出,如果中共不解決在政治上的壟斷問題,腐敗的根子就剷除不了,所以,將來還會有新的「老虎」出現。

CCP Bans ‘Naked’ Officials As Data Reveals That 64 Percent Of The Wealthiest Chinese Have Moved Abroad

On Jan. 16, Hurun Research Institute published survey data
showing that 64 percent of China’s wealthy and one third
of China’s extremely wealthy have migrated.

In addition, the CCP has banned the promotion
of naked officials lest they transfer property overseas
via immediate family members.

The Hurun Research Institute tracks changes
made by Chinese entrepreneurs.
In one-on-one interviews between May and November 2013,
Rupert Hoogewerf, founder of the Huron Research Institute,
talked to 393 Chinese millionaires

The findings indicate that immigration
of Chinese millionaires, those who own personal assets
totaling 10 million yuan (US$1.6 million) or more,
rose by 4 percent to reach 64 percent.
This is mainly owing to the fact that one third of China』s
“super-rich” (those who have wealth of 100 million yuan
(US$ 16 million) or more have already immigrated,
enticing millionaires in China to do the same.

Last year, the Chinese International Migration Report 2012
showed that 27 percent of the “super-rich” have immigrated
and 47 percent are considering emigration;

60 percent of millionaires, those who have personal assets
at or above 10 million yuan, are considering emigrating.

Beijing political analyst Hua Po believes there are two main
reasons for the increasing proportion of regal immigrants.

[Beijing political analyst Hua Po]: “The first reason
the wealthy emigrate is to evade taxes because
China’s tax is too high; secondly they are skeptical
of the current system and want to avoid danger.
These two reasons propel the wealthy Chinese to hurriedly
transfer assets abroad to be safe.”

Senior legal expert Zhao Yuanming believes that in addition
to the wealthy CCP leaders, an important reason wealthy
entrepreneurs need to transfer property overseas
under the anti-corruption macroclimate
is because many have colluded with the government
to earn mostly ill-gotten gains.

[Senior legal expert Zhao Yuanming]: “Many corrupt officials
in fact obtain business privileges, a certain market share
or ownership of raw materials, via corruption.

It can be said that corrupt officials can obtain
considerable benefits via personal connections
throughout the entire industry,
as well as in agriculture and commercial distribution.”

On Jan. 14, Shanghai’s Oriental Morning Post published
an article disclosing that many Chinese tycoons
have a military and political background.

For example, “red capitalist" Rong Zhijian’s father
Rong Yiren served as Vice President.
Wang Jianlin, “China’s richest man" thrice over,
whose father served as vice chairman of Tibet,
admitted to the fact that no Chinese tycoon
becomes wealthy without engaging in bribery.

In addition, the fathers of entrepreneurs Chen Ningning
and Pan Shiyi, who are a married couple, Zhang Yong
and Huang Mao Ru, also a married couple,
as well as the fathers of Ma Huateng, Zhu Baoguo,
Zhang Yong, Dai Hao, Huang Nubo, Zhang Keqiang
and Liu Changle served as intermediate cadres of the CCP.

The Hurun Research Institute investigation pointed out
that most Chinese tycoons only take permanent residence
in foreign countries as opposed to citizenship.

[Hua Po]: “They just temporarily make money in China
but are ready to flee at once when the situation changes.
But for now, the more money they suck up in China,
the better.”

On Jan. 14, at the third plenary meeting, Xi Jinping,
CCP General Secretary, stressed his firm decision
and determination to fight against corruption.

In addition, the CCP has introduced new regulations
to prevent the promotion of “naked” officials,
a term used for an official whose immediate family
member(s) have moved overseas.
The media has speculated that authorities are concerned
about naked officials serving in China and transferring
assets overseas via their family.

Hua Po pointed out that naked officials are everywhere
in China, causing the masses to revolt against them.
Therefore, the CCP leadership will begin punishing
naked and corrupt officials.
The Commission for Discipline Inspection
of the Central Committee also announced it would
further hunt corrupt officials fleeing.

[Hua Po:] “I believe during this anti-corruption storm some
big tigers will be beaten, giving hope to the people.
No one could command Zhongnanhai during the Hu Jintao
and Wen Jiabao decade, leading to a ruling crisis.
Xi Jinping attempted to give people hope with the promise
of strong anti-corruption after he took power.
But the turmoil is really for the purpose of strengthening
the party’s leadership and strengthening
the CCP’s monopoly on politics.”

Hua Po pointed out that there will be new “tigers”
(corrupt officials) in the future if the CCP does not solve
the political monopoly problem, since the CCP cannot
eradicate the root of corruption.
