【禁聞】警用裝備生意興隆 維穩成生財事業

【新唐人2013年05月22日訊】互聯網近年來的飛速發展,使中國內部發生大規模抗議示威的潛在威脅增大,中共當局為了能夠在最短的時間內應對,不斷的強化警力裝備。這一週在北京召開的「第五屆警用裝備及反恐技術裝備展覽會」,展出的警用裝備齊全。《法新社》發自北京的報導說,受益於中國維穩經費的高增長,中國警用裝備生產商的生意興隆,警用裝備領域,也成為商家趨之若鶩的生財之地。

第五屆警用裝備及反恐技術裝備展覽會上,展出的警用裝備齊全。展覽會上十幾種新的技術產品,首次對外展示。包括搜索、接收手機信號的掃瞄裝置,可以針對中國為數十億規模的手機、和電話,進行信號的搜索、截取。

新產品中還有監聽話筒和「無人機」等。其中一種遠距離操控無人直升機,以10萬元售出。一名僱員向《法新社》透露說,中國多個省份的警察系統,都已購買使用了「無人機」。

報導說,警備用品經營商提供的產品主要提供給防暴警察。包括警察制服、防彈頭盔、和透明的防暴盾牌,或者夜視眼鏡。警用裝備展覽會上還有機器人演示拆除爆炸物。

政論家伍凡﹕「中國內部,老百姓抗議示威不斷,這種事情連年發生,從廣州一直到北京,所以他們(中共當局)就非常提心吊膽,要把這些人控制起來。那麼,除了要用人員以外,還要用高新的設備來裝備武警。」

目前在天安門廣場巡查的警察,也使用兩輪電動車。報導說,北京天安門廣場,現在到處安裝著監控視頻裝置,數量可觀的警察和便衣不間斷的做安全巡視。

北京時政觀察人士 華頗:「自從六四之後,警用設備、採購、研製取得巨大進展,這個源於六四的教訓,當時官方鎮壓將國防軍開進了首都,這樣鬧得很難看,也造成了巨大傷亡,所以官方認為,不能把解放軍再開過來了,所以要加強武警、警察的作用,所以要大量的提升他們的裝備,使他們的技術含量更高。」

據了解,1989年天安門事件以後,全球對中國實施武器禁運制裁,而中國用於加強內部維穩的大部分裝備,卻不在禁運的名單之內。人權組織一直批評外國公司向中國提供產品和技術,用於更新中共的現代化監控系統。

而中國維穩警備系統,受到巨額資金支持。

《法新社》報導說,基於每年發生規模性群體事件18萬起的估計值,中共政權今年用於對內的安全,就是外界所稱的「維穩費用」預算,達到7690億元,比2010年增加2000億元。

旅美中國社會問題研究人士張健﹕「維穩經費持續的增長,這裡面是一個黑洞,當地政府,如果拿了這個維穩經費以後,第一,穩住自己的政權、盤剝人民,第二,囊中私飽,把自己養肥了。」

伍凡﹕「現在維穩成了一個事業了。有的甚至可能去製造一些維穩事件,增加撥款,如果,天下太平的話,沒有維穩費了,所以一大半的人就要失業了,一班的無賴、打手,統統要失業了。防止政權垮臺,所以一定要養著警察,養著武警,直接走上惡性循環了。你能永遠增加維穩費嗎﹖你能夠把老百姓統統鎮壓下去嗎﹖做不到的﹗ 」

北京時政觀察人士華頗認為,中共的公安系統壟斷了維穩這一塊特殊的利益。

華頗﹕「包括它的研製、生產、銷售、使用,全是公安武警系統,這裏邊也會有很大的利潤,這些利潤當然就由這些相當的、特殊的利益群體所分享了。可以說這種腐敗是體制上的問題,因為是壟斷性的,維穩也是壟斷性的,所以相關的後勤提供等等也是壟斷的,所以腐敗那是肯定的。」

伍凡分析,目前中共的維穩經費開銷大,再加上社會經濟下滑、稅收減少,社會走上一個更大範圍的惡性循環。因此,伍凡說,中共政權很難再維持下去了。

Police Equipment Business Is Booming,
Stability Maintenance Turns into A Moneymaking Business

The rapid development of internet has increased
potential threat of large-scale protests in China.
The Chinese Communist Party (CCP) authorities is
constantly strengthening police equipments,
in order to cope with protests within the shortest time.

Comprehensive police equipments were on display
during the Fifth Police and Anti-Terrorism Technology
and Equipment Exhibition held this week in Bejing.
Agence France-Presse (AFP) reports from Beijing that
high growth of China’s stability maintenance funding
has led to booming of police equipment manufacturers
and police equipment businesses.

Comprehensive police equipments were on display
during the Fifth Police and Anti-Terrorism Technology and Equipment Exhibition.
A dozen new products were displayed for the first time,

including scanning devices that can search and intercept
signals of billions of mobile phones and land lines.

The new products also include bugging microphone and
“Mnmanned Flying Vehicles."
One remote control helicopter is sold for 100,000 yuan.
One staff member revealed to AFP that
the police forces of many provinces have purchased this.

The report indicates police equipment business
mainly supply for riot police,
including police uniforms, bullet-proof helmets,
transparent riot shields, and night vision glasses.
There was also robot demo of explosives demolition
during the exhibition.

Political commentator Wu Fan: “Non-stop protests
happen each year, from Guangzhou to Beijing.
So the CCP authorities are very nervous.
They want to control people.
In addition to hire staff,
they also need high-tech equipments.”

Currently the policemen patrolling at Tiananmen Square
use two-wheel electric cars.
The report indicates that surveillance video devices
are installed everywhere on Tiananmen Square,
and a significant number of police and plainclothes
conduct uninterrupted safety inspections.

Political observers Hua Po: “Since June 4th, there was
much development in the area of police equipments
They learned the lesson from the June 4th Movement.
At that time, the authorities brought army to the capital.
It did not look good and caused many casualties.
So the officials do not want army to get involved any more.
They strengthen the role of the police and
upgrade their equipments to be higher technological.

It is said that after the “Tiananmen Square incident in 1989,”
the world implemented arms embargo to China,
but not including the majority of the equipments
for internal use.
Human rights organizations have been criticizing
foreign companies to provide products and technology,
that used to update the CCP’s modern monitoring system.

CCP’s police equipments get huge amounts of money.

AFP reports that with the estimates of
180,000 mass incidents per year,
CCP’s budget for stability maintenance reached
769 billion yuan this year, 200 billion yuan more compared with 2010.

U.S. based China Social Researchers Zhang Jian:
“The funding of stability maintenance continues to grow.
The is a black hole. Local government use it to
stabilize its regime and exploit people,
and put the money into their own pockets."

Wu Fan: “maintenance of stability has turned into a business.
Some even create incidents to get more funding.
If it is all peace and harmony, there would be no money.
So more than half of the people might be unemployed.
The group of rogue, thugs will all lose their jobs.

In order to prevent the fall of the regime,
they must feed the police.
How can it always increase the stability maintenance fees?
Can it suppress all people? It cannot do it"

Beijing Political observers Hua Po also thinks CCP’s
public security system monopolize maintenance of stability.

Hua Po: “The development, production, sales, use are all
in the public security and armed police system.
There are high profits that are shared among special groups.
The corruption is caused by the system.
Maintenance of stability is also a monopoly.
So the corruption that is for sure."

Wu Fan thinks that the high CCP’s stability maintenance
expenses, coupled with social economic downturn,
tax income decline, the society will have a
larger scale of vicious circle.
Therefore, Wu Fan said it is hard
for the CCP regime to sustain.
