【禁聞】朝鮮危機升級 中共一級戰備

【新唐人2013年04月04日訊】最近挑釁言行不斷,在宣佈廢除《停戰協定》,切斷韓朝軍事熱線,單方面宣佈韓朝進入戰爭狀態後。3月31號,朝鮮進一步威脅,將全面啟動所有核設施,朝鮮半島局勢隨之不斷升級。有消息說,中共已經向中朝邊界派遣軍隊,目前,海、陸、空處於最高級的一級戰備狀態。

《美聯社》4月1號報導,據美方情報指出,3月中旬以來,中國大陸的解放軍已加大在中朝邊境的軍事活動,其中包括加派部隊。

文章指出,中共當局調往中朝邊境的部隊,包括第190機械化步兵旅部分兵力。190機械化步兵旅原駐防遼寧本溪,隸屬39軍,原機步190師,為解放軍的首支機械化師。另外,中共戰機在邊境升空,同時,在黃海舉行艦艇實彈演習。

此外,在吉林省吉安市的街道上,可以看到大批解放軍部隊,這些部隊都進入備戰狀態。不僅如此,在中、朝分界線的鴨綠江附近,中國人民解放軍軍隊還裝備有重裝甲車、坦克、裝甲運兵車等設備。

與此同時,朝鮮也正在動員導彈部隊,如使用六輪陸基機動短程和中程導彈,來抵禦威脅。報導分析,朝鮮此舉是為了應對美國和韓國的聯合軍演。

4月2號下午,美國國務卿克里和韓國外交部長官尹炳世在華府會晤。美國兩艘可摧毀導彈的戰艦正在趕往朝鮮近海區域,此外,美國兩架F-22隱形戰鬥機為參加美、韓「鷂鷹」(FE)聯合軍演,已經在3月31號抵達韓國。

克里表示,金正恩的做法是「挑釁性的、危險而魯莽的。美國不會接受核武器化的朝鮮。」

聯合國秘書長潘基文也表示,朝鮮走上了與國際社會「碰撞的道路」,目前的危機「已經太過頭了」。
面對局勢如此緊張的局面,是否會爆發戰爭?

「復旦大學國際問題研究學院」韓國朝鮮研究中心主任石源華表示,朝鮮半島看起來非常的緊張,好像是要打仗,但實際上打仗的可能微乎其微。

復旦大學國際問題研究學院韓國朝鮮研究中心主任石源華:「從朝鮮方面來講,他口頭上的威脅更多一點。現在這個局面,雙方還是在一種較勁吧,我想他們雙方的鬧局,也已經是到頭了,是可以坐下來談了。」
時政評論專家伍凡對於朝鮮戰爭是否會爆發,提出了目前的兩種觀點。一種觀點認為,任何時候都會擦槍走火,因為戰爭並不是按計劃預期發生的,突然一下冒火了,戰爭也就爆發了。

政論家伍凡:「一派就是不會打,不會打的原因是,金正恩在利用這個形式來控制他內部的權力,他的目標是對內,而不完全是對外,當然對外也有個目標,就是用這個叫囂來拉攏美國跟他談判。」

那麼,中共急著調遣兵力又為了甚麼?

《美聯社》的報導分析,中國(共)軍方加強在中、朝邊境的軍事活動,表明中國(共)對朝鮮、韓國和美國之間的新一輪衝突感到擔憂。美國官員則認為,中國主要是擔心:如果朝鮮的社會制度垮掉,那麼,將會有大量的朝鮮難民逃往中國。

時事評論員林子旭則表示,對中共來講,最近一兩年,中共的盟友死的死、亡的亡,危機四伏的中共,目前顯得空前孤立,如果朝鮮這個政權也垮掉了,中共會難以承受。

林子旭說,中共出於心理上的極度恐懼,想要保住朝鮮,不過,目前也只是虛張聲勢罷了。

Korean Peninsula Tension Escalates, Chinese Military
in Combat Readiness

Following declaring the Korean Peninsula in a “state of war”
by nullifying the Armistice Agreement and
cutting off inter-Korean military hotline, North Korea threatened
to fully activate all its nuclear facilities on March 31.
Chinese troops were said to mobilize to the border
and the army, navy and air forces were ordered to level one alert status, the highest combat readiness state.

According to an Associated Press report on April 1, U.S.
intelligence reported the Chinese People’s Liberation Army
(PLA) has mobilized its forces and stepped up its military
activity on the Sino-Korean border since mid-March.

It was reported,"the troops were part of the 190th Mechanized
Infantry Brigade, stationed in Benxi, in Liaoning Province.”
Low-flying PLA fighters were heard and seen at several
border locations in China, and, “China’s navy also conducted live-firing naval drills by warships in the Yellow Sea."

“Large groups of soldiers were seen on the streets in Ji’an,"
city of Jilin province, amid reports that
“the PLA had been ordered to combat readiness status,"
and “PLA heavy armored vehicles,
including tanks and armored personnel carriers,
were reported moving near the Yalu River that separates China from North Korea."

The report also stated that North Korea
is “mobilizing missile forces,
including road-mobile short and medium-range missiles"
believed to be “North Korea’s response
to the ongoing U.S.-South Korean military exercises."

US Secretary of State John Kerry held talks
in Washington on the afternoon of April 2 with his South Korean counterpart, Yun Byung-Se.
Washington has also deployed two US destroyers
to the South Korean sea.
Two F-22 stealth fighters were deployed to South Korea
on March 31 to support Foal Eagle exercise, the ongoing U.S.-South Korean military drills.

Kerry said, “What Kim Jong Un has been choosing
to do is provocative.
It is dangerous, reckless and the United States
will not accept (North Korea) as a nuclear state."

UN Secretary General Ban Ki-moon warned,
“The current crisis has already gone too far,"and,
“there is no need for the DPRK to be on a collision course
with the international community."

Is a war ahead with the current intense situation?

Shi Yuanhua, Senior Research Fellow of Department
of Diplomacy at Fudan University did not believe
the tightened tension in the Korean Peninsula
will lead to a war.

Shi Yuanhua: “I believe North Korea is engaged in a
verbal threat. It is more like a rivalry between the two nations.
I believe their tension has come to an end and it’s time
to conduct a talk between the two sides."

Political commentator Wu Fan had
two hypotheses regarding the peninsula war.
One is that war can happen anytime without planning.

Wu Fan: “The other is that war is out of the question.

Kim Jong-un is manipulating the situation to control
his power, his internal target.
Externally, it’s a way for him to get the U.S.
to negotiate with him."

Why would Communist China mobilize its army?

According to the Associated Press report, U.S."officials said the Chinese military activities appear to be based on
concerns about a new outbreak of conflict between North Korea and South Korea and the United States."
The U.S. officials believe “China’s main fear for its fraternal
communist client regime in North Korea is a collapse of order that leads to large-scale refugee flows into China."

Political commentator Lin Zixu indicated that
Communist China has been losing its allies these years.
The unprecedented isolation will be particularly hard
for Communist China to deal with if the North Korean regime collapsed.
Lin Zixu said, “China wants to keep North Korea
out of its own insecurity.
However, it’s still at the state of
acting (with the military exercises)."
