【禁聞】重慶新規防逃亡間諜滲入政治局

【新唐人2012年11月16日訊】中國重慶當局發出新的規定,全稱是《重慶市實施國家安全法規定》。這項法規,是在重慶市副市長王立軍進入美國領館之後10個月發出的。有人認為這是為防止王立軍類似事件再次發生而專門設立的。也有專家指出,可能跟其他洩密和逃亡事件有關。

重慶日報》星期三公布的這一文件有31條規定,特別引起關注的是第10條,就是在涉及國家秘密的特殊崗位工作人員,以及雖然離開特殊崗位,但還沒有滿國家規定「脫密期限」的所謂涉密人員,如果因私自出境或舉辦大型國際會議和大型涉外活動,所在單位和主辦方需向國安部門通報,違者由國安機關責令整改,並可提請處分。

而,駐外人員有被境外機構收買嫌疑、叛逃境外及在境外擅離職守、滯留不歸情況,所在單位需立即上報,並實施危害評估,採取補救措施。

這項規定被認為是,為防止王立軍類似事件再次發生而專門設立的。

高光俊,畢業於「西南政法學院」刑事偵察專業,原任教於北京「中國人民公安大學」,現為紐約律師。他說,如果是新發佈的規定,多半跟當前事件有關聯。

紐約律師高光俊:「可能跟王立軍事件有關聯,也許可能最近還發生了其他一些關於涉及安全的人出國,有洩密甚至逃亡西方,跟這些事情也有關係。」

高光俊透露說,中共對安全部門人員出國一向有嚴格規定,比如涉及到安全規定的人出國要經過批准。從事國家安全的人有個「解密期」。過了多長時間以後才允許申請護照出國。但是現在監管範圍已經擴大到處級幹部。

高光俊:「他現在不僅僅涉及到安全部門,像南方有些處級以上幹部,護照都是沒收的。你要出國都是要經過批准的。我最近碰到好幾個都是因為護照拿不出來,尤其在開黨代會敏感的時候,都不會讓他出來。」

而這種嚴格監管的背景,卻是大量貪官外逃。據黨刊《人民日報》主辦的《中國經濟週刊》2012年第22期一篇報導說,2000年到2011年,中國抓獲的海外在逃職務犯罪嫌疑人有18,487人。

總部設在四川成都的「天網人權事務中心」負責人黃琦,對《美國之音》說,官方媒體最近才公布重慶市幾個月前已經實施的安全法規,用意在於:借地方性法規,震懾有外逃意圖的貪官,平息民憤。不過,一部地方性國安法規,如何防範得了全國性的在職官員因各種原因外逃?黃琦認為,如果全國人大出臺一部類似的安全法規,可能會打草驚蛇,加速貪官的外逃。

另一方面,《新華網》11月14號同時轉發《重慶日報》記者就這項法規出臺,專訪重慶市國安局局長王勇的訪談記錄。王勇在介紹法規出臺的背景時說,重慶歷來都是所謂「境外間諜情報機關和敵對勢力滲透、竊密的重點目標」。

美國《華爾街日報》11月6號報導聲稱,遭薄熙來妻子謀殺的英國商人海伍德,曾向英國情報部門提供關於薄熙來夫婦的情報。報導援引海伍德的朋友,以及英國現任和前任官員的消息報導說,同這對權力炙手可熱的夫婦之間有密切關係的海伍德,向英國間諜機構「軍情六處(MI6)」提供了內容詳盡的情報,時間超過一年。

Chongqing’s New Regulation Against Defection

China’s Chongqing authority issued a new regulation, called
“Chongqing Implementation of National Security Law.”
The regulation was set up 10 months after the incident
of Chongqing’s vice mayor Wang Lijun.
Some people think this is specially set up
to prevent similar incidents as Wang’s.
Some experts also point out that, this may be associated
with other information leaks and official escapes.

On Wednesday, Chongqing Daily released 31 regulations.
The 10th regulation attracted particular attention.
Officials who have positions involving state secrets,

or those who has left the position but haven’t completed
the “decryption period,”,
must inform the Bureau and the Ministry of State Security
before going abroad and organizing large-scale international conferences or foreign-related activities.

Officials stationed abroad who are suspected of defection
must be reported by the relevant bureau immediately,
to evaluate the loss and to take appropriate measures.

This regulation is considered specially set up for preventing
incidents like that of Wang Lijun.

Gao Guangjun graduated from Southwest University
of Politics and Law.
Gao majored in Criminal Investigation, is a former teacher
of Beijing Chinese People’s Public Security University, and is now a lawyer in New York.
He believes the new regulations
are mostly related to the current incidents.

Gao Guangjun: “It may relate to the Wang Lijun’s incident.

Or maybe it’s related to other recent incidents,
such as officials escaping abroad, and information leaks.”

Gao also mentioned that the CCP (China’s Communist Party)
have strict control of security-related staff going abroad.
For example, those staff need to be approved before
they go abroad and they have a “decryption period.”
It is only after a certain period of time
that those people can apply for a passport.
Now the regulator has expended to division level cadres.

Gao Guangjun: “Passports are confiscated from not only staff
in security departments, but also at division levels.
One has to be approved to go abroad.

I met several who cannot have their passports,
especially during congress. They are not allowed to go out.”

Despite such strict supervision,
mass amounts of corrupt officials escape abroad.
According to China Economic Weekly, from 2000 to 2011,
China arrested 18, 487 corrupt officials abroad.

Huang Qi, head of the Tian Wang Human Rights Center
headquartered in Chengdu, spoke with Voice of America.
Huang said official media recently published the regulations,
issued several months ago by the Chongqing authority.
The purpose is to use this local regulation as a deterrent
to the corrupted officials who are preparing to escape abroad.
How can a local state security regulation stop
corrupt officials from escaping abroad?
Huang believes, if the National People’s Congress
publish a similar regulation, it will accelerate the leaving of corrupt officials.

Xin Hua Network reported an interview where Wang Yong,
Chongqing State Security Bureau Director, was interviewed about the new regulation.
Wang Yong claimed that Chongqing is always targeted
by foreign spies, intelligence agencies and hostile forces.

The Wall Street Journal reported that British businessman
Neil Haywood, murdered by Bo Xilai’s wife,
provided information about Bo to the British
intelligence agency.
The report quoted Haywood’s friends,
former and current British officials.,
They claimed that Haywood, who had a close relationship
with the couple, provided detailed information to the British spy agency MI6 for over a year.
