中華民國只有23個邦交國，卻有129個國家及地區給予免簽證待遇，反觀大陸，有171個邦交國，卻只有20多個國家願意給予免簽。相較之下，激發了大陸民眾申請中華民國護照的想法。
去年，台灣外交部「部長信箱」接獲大陸民眾詢問申請護照、入籍的郵件有42封，而今年約有420封，數量暴增10倍。
台灣外交部工作人員楊先生：「陸陸續續這一年來，我們大概收到4百多詢問的案件，最近稍微比較多一點。」
最近，大陸網站流傳一個說法，那就是：依照中華民國憲法，國家固有疆域包括大陸地區。依此推理，大陸居民既然也是「中華民國國民」，依法可以申請台灣護照。
一位大陸民主人士向《新唐人》表示，許多覺醒的大陸民眾開始省思，中華人民共和國的國體和執政黨是否合法？
大陸民主人士：「貪腐橫行、社會不公、貧富差距隨處可見﹔覺醒的這些人在追求根源，現在民智開始開啟、很多歷史真相開始還原，既然中華民國是合法的，那麼，中華民國的憲法上，它就應該承認我是中華民國的公民。從這個法理上講，我們向中華民國政府申請護照，是合理合法的事情。」
他還表示，所謂的中華人民共和國的護照不值錢，也是大陸民眾想申請中華民國護照的原因。
大陸民主人士：「有句笑話說，拿著中華人民共和國的護照，除開社會主義國家和非洲國家，是免簽以外，其他都不是免簽的﹔那這不是讓我們去冒險嗎！這個觀點反應的是，民眾對中華人民共和國這個執政政權的失望。」
還有大陸人士向《新唐人》詢問如何申請台灣護照，並表示，希望孩子在海外接受教育。不過，依照《兩岸人民關係條例》，依親和結婚等方式取得中華民國國籍之後，才能辦理護照，這對大陸民眾來說，並不容易。
獨立評論員，中國社會問題研究人士張健分析，要求取得台灣護照事件，充分表現大陸公民的聰明和睿智﹔也是對中共當局最大的諷刺和無情的打擊﹔也同時給台灣民選的馬英九政府，作為實施民主的一個政治考量。
獨立評論員張健：「為甚麼這樣說，第一中國人我們都要落葉歸根，但是為甚麼共產黨建政之後，很多生在新中國這些紅旗下的這些人們，當他們成熟之後，為甚麼要去換，當時所受教育是，台灣國民黨是反動派。要換回中華民國的這樣一個護照，這足以證明，大陸的公民們，他們已經有了參與民主理念的意識。」
不過，這事可能成為台灣政府的燙手山芋。張健則認為，不論護照是否給予辦理，如果台灣總統馬英九應對巧妙、得體，必然得到國際的加分﹔也等於是：大量的中國百姓在給台灣政府背書。
張健：「我們預期，他可能像徵性的頒發中華民國的護照，給這些大陸民眾。不單純是打了中共耳光、在國際豎立形象、讓全世界所有人看清楚了，台灣一個彈丸之地，能牽動所有中華民族我們這些炎黃子孫的心﹔我們心向的是民主自由﹔足以證明中共是多麼的不得人心。」
張健認為，台灣政府如果能看出世界民主潮流，包括將來中共必然滅亡的結果，可能會在這方面有所重視。
