【禁聞】網絡版“華人與狗不得入內”

【新唐人2011年6月20日訊】近來因「唱紅歌、刮左風」惹來衆多非議的重慶市,正在著手建設“互聯網雲特區”,以分得國際「雲計算」市場的一杯羹。在這個特區內,互聯網可以直通國外,不受當局監控,也不經防火長城。但特區只為外國公司服務,而且要與內地嚴格隔離。專家認爲,這個特區凸顯了中國沒有網絡自由。有網民戲稱,這是“華人與狗不得入內”的網絡版。

廣州《南方週末》17號的報導說,這個在中國大陸獨一無二的區域,全名為“國際離岸雲計算特別管理區”(簡稱“雲特區”)。 “雲特區” 規劃為10平方公里,將建在重慶兩江開發區內,目前已開始動工興建。

根據規劃,“雲特區”的互聯網與內地互聯網隔離,通過專用光纜,直接連接國際互聯網而不經過中共「防火長城」過濾。外商在特區內開展離岸數據業務,不受中方數據檢查,並可獲得電訊和數據營業執照,甚至百分百控股。

《南方週末》的報導還說,在這個特別的區域內,閒人一律免進。只有通過最嚴格的安檢措施,工作人員才可以進入。它的周邊,是由綠色植物和鐵柵欄組成的厚厚圍牆。圍牆之上,是密集的監控攝像頭。要接近這片區域,大體和闖入美國白宮的難度差不多。

報導寫道,圍牆之內,是花園般的辦公區,馬路寬闊,綠草如茵,那些自由連接世界的上百萬臺伺服器隱藏在一棟棟低矮的建築物內,不分晝夜的運轉。來自全球的海量資料在這裡完成交換、處理、發送的全過程。

美國喬治梅森大學教授章天亮博士:“我覺得這個東西(雲特區)實際上讓中共很丟臉,大家都在用雲技術,然後你沒有,你現在有了之後的話又劃了一個區域,只有外國人能用。所以這就更加凸顯了中共對互聯網的這種封鎖,落後的思想或者是反動的思想”

有網民戲稱,信息自由成為 10平方公里內的特權,這個“雲特區”實際上是互聯網時代下的“新租界”,歷史總是驚人的相似!這是“華人與狗不得入內”的網絡版,建議特區應該掛上“國人與內企不得入內”的牌。

大陸網民:“它突然間搞這麽個特區,我很難想像它到底想幹甚麽,這個特區我覺得本來就沒有必要。這種東西本來就是個怪胎,本來這種東西就是不應該存在的,本來應該是所有的960萬平方公里都是應該這樣的。”

作為設立“雲特區”的限制條件,北京相關部委要求重慶當局,必須保證這個特區只准將數據傳入,集中處理後輸出,不得在內地擴散﹔而資料不檢查的規定,只針對跨國公司國外業務,對中國業務仍要檢查。同時,相關部門將對資料特殊管理區內和區外的資料進行嚴格隔離,並保留對特管區內資料的抽檢權。

章天亮:“雲端服務的話是可以在一定程度上打破中共這種網絡封鎖,所以中共對於雲端服務這種封鎖的話呢,又使中共它自己和互聯網新興的技術隔絕開了。隔絕開了之後,所以就造成在世界上中國雲端服務為零。”

“雲計算”(又稱為“雲端計算”),就是將分散的資源通過互聯網整合以後,再供分享,被認為是繼個人電腦、互聯網後的第三次IT革命,目前已成為IT業新興且商機巨大的業務。

章天亮:“建立特區並不是加惠中國老百姓的,實際上就是讓外國人自由上網。特區本身存在的話就凸現了中國沒有網絡自由,也凸現了中共在把中國人當作二等公民來對待。爲甚麽外國人在中國就有權力可以看到外國網站,而中國人就沒有,所以這也説明中共的防火牆並不是爲了中國的網路安全,它其實完全是爲了堵塞老百姓的耳朵和眼睛。”

目前雲端服務的歐美數據處理外包,主要在日本、新加坡、香港和印度等地。

“Chinese And Dogs Not Allowed"

In Chongqing with movement of “singing red songs",
plans are underway to build “Internet Cloud Zone"
in order to gain market share in “cloud computing".
In the Cloud Zone, Internet could be connected to
foreign countries without monitoring and Firewall.
Cloud Zone will only work for foreign companies,
and be isolated from the mainland. Experts believe
this reveals China’s lack of Internet freedom.
Netizens joke that this is like an online version
of “Chinese and Dogs not allowed".

Southern Weekend reported on May 17, “cloud SAR"
(cloud Special Administrative Region)” refers to
“cloud computing in particular international offshore
management areas." It is planned to cover
10 square kilometers over the areas of two rivers
Development Zone in Chongqing. It is build now.

According to the plan, “cloud SAR" is isolated
from the mainland network via a dedicated fiber optic
cable without going through Chinese Firewall filter.
Foreign investors can carry out offshore operations
in the SAR without data checking by China.
They can obtain telecommunications
and data business license, or even hold 100% share.

In the SAR everyday citizens are not allowed.
Employees will pass most stringent security checks.
It is surrounded by a wall of green plants and fences
with surveillance cameras. Getting into the area
is maybe as difficult as getting into the White House.

Within its walls are garden-like offices, wide roads,
green grass areas. Millions of servers connected
to the free world are hidden in low buildings,
will operate day and night. Vast amounts of data
will be processed and exchanged here with the world.

Prof. Zhang Tianliang in George Mason University:
“I think it (cloud SAR) is the communists’ shame.
We all use Cloud Technology, but you (CCP,
Chinese Communist Party) did not. Now you have it,
but in a special zone for foreigners.
It highlights CCP’s Internet blockade,
its backward thinking or reactionary ideas."

Netizens joke that freedom of information is confined
to 10 square kilometers area. “Cloud SAR" is actually
the Internet era of “new settlements" history is
surprisingly similar! This is the online version of
“Chinese and dogs not allowed". The SAR must have
a sign “Chinese and mainland enterprises not allowed".

Netizens said: “It suddenly constructs a special zone,
I’m not sure what it wants to do. It is unnecessary.
It is some kind of a freak and should not exist.
9.6 million square km area should all be the same."

Beijing ministries monitor Chongqing authorities
to ensure the SAR data will only be allowed to get in,
be processed and get out, but not going to mainland.
No checks can only be overseas for the companies,
but in China their business still needs to be checked.
Information in SAR should be strictly isolated.
Related ministries have right to inspect data in SAR.

Dr. Zhang said: “Cloud technology can break CCP’s
Internet blockade to some extent. CCP’s blockade
of cloud service cuts it off of emerging technologies.
Isolation caused China’s not having cloud services."

Cloud computing is to integrate distributed resources
via the Internet and then share them. It is considered
the third IT revolution following PC and Internet.
It is an emerging business with great opportunities.

Dr. Zhang: “Establishment of the Cloud SAR is not
to benefit the Chinese, but to only allow foreigners
to surf Internet freely. SAR’s existence highlights
China’s lack of network freedom. CCP treats
the Chinese as second-class citizens.
Why are foreigners allowed to visit foreign websites,
but Chinese are not? It shows CCP’s Firewall is not
for security but to block people’s ears and eyes."

Current Cloud data processing for Europe and US
is mainly in Japan, Singapore, Hong Kong and India.
