【新唐人2011年2月28日訊】聯合國安理會2月26號一致通過決議，對利比亞總統卡扎菲及其子女和親信，武力鎮壓反政府示威實施制裁，並提交海牙國際刑事法院，對其可能犯的反人類罪進行調查處理。與此同時，反卡扎菲武裝表示已經控制了利比亞國土的80%，四面楚歌的卡扎菲政權岌岌可危。
己辭職的利比亞司法部長賈利爾，26號宣佈成立有軍方和民間領袖組成的過渡政府，並準備在3個月內舉行公正的大選。他呼籲追隨者離開卡扎菲，避免以大屠殺的方式結束卡扎菲的統治。
目前，卡扎菲正在聚集最後的力量來防守首都—的黎波里。觀察家們指出，這實際上是唯一還控制在他手中的城市。而反政府力量已經控制首都部分地區。
25號，成千上萬的抗議者在首都和其他城市舉行新一輪遊行示威，再次敦促卡扎菲下臺。效忠卡扎菲的部隊在首都的幾個地區開槍鎮壓。
當天，卡扎菲出現在首都市中心的綠色廣場叫囂說：如有必要，他將打開軍火庫，鼓動支持者「準備為利比亞而戰」。
英國《衛報》指出，英國官員正在接觸利比亞高官，遊說他們反叛，否則可能跟卡扎菲一起接受戰爭罪行審訊。意大利總理貝盧斯科尼26號說，看來卡扎菲「已經不再能夠控制利比亞的局勢」。
聯合國人權理事會47個成員國25號一致通過決議，譴責利比亞當局嚴重和蓄意侵犯人權，對可能犯下的反人類罪進行調查；並建議取消利比亞人權理事會會員國資格，而中共和奈及利亞卻反對取消。
25號，歐盟各國同意對利比亞實行武器禁運、旅行禁令和凍結資產等措施。美國總統歐巴馬當天也簽署了制裁命令，凍結卡扎菲及其子女和親信在美國的所有資產，禁止他們訪美；並關閉美國駐利比亞大使館。
白宮發言人卡尼當天在新聞發佈會上說：「很顯然，卡扎菲已經失去了人民對他的信任。他指揮了對自己人民的野蠻鎮壓，用殘酷的暴力手段對付民眾。在利比亞人民的眼裡，其政權已經完全喪失了合法性。」
《維基解密》近日曝光指出，卡扎菲的子女涉足石油、燃氣、酒店、媒體、流通、通信、社會基礎設施產業等狂撈金錢，每年有數百億美元流入他們的腰包。
26號，聯合國安理會15個成員國一致通過決議，對卡扎菲政權實施武器禁運等制裁，凍結卡扎菲及其子女和親信共16人的資產，並禁止出境。
安理會要求卡扎菲政權立即停止對平民的襲擊，並將其鎮壓行動交由海牙國際刑事法院，對可能犯的戰爭罪和反人類罪進行調查處理。
聯合國指出，已有一千多名反政府示威者被打死。聯合國秘書長潘基文說：這項決議發出的強烈信息是，那些應該對這些暴行負責的人是逃不脫罪責的。
過去與利比亞關係密切的俄羅斯，也加入了抨擊卡扎菲的聲浪。俄總統梅德韋傑夫25號譴責卡扎菲針對平民使用武力。在國際社會一致譴責的壓力下，中國也對安理會決議投下了贊成票。
時事評論員橫河：「中共面對中東的民主浪潮，它現在處於一個兩難的境地。一方面，它和大部分的獨裁政權或者是獨裁領袖，中東的，有長期良好的關係；當然，其他的國家也有一部分有同樣的問題。但是在另外一方面，它又和席捲中東的、現在發生的反暴政、爭取自由民主的民眾是相對立的。」
中共喉舌媒體繼續作歪曲報導、誤導輿論，新華社27號報導的標題是：「西方揮舞大棒逼卡扎菲下臺」。人民日報旗下《環球時報》的標題則用「美國媒體對卡扎菲『落井下石』」。
在強化輿論和網絡控制的同時，中共最近加緊對訪民、維權和異議人士的打壓。
橫河：「中共最近動作比較大，當然是過度反應。因為確實，每個國家的事情最終是由本國人民決定的，外國的影響不會太大，就像這次中東、北非所發生的一系列的事件，它完全是本國的因素，儘管統治者會把它責怪成西方的影響。中共的反應其實也是一樣的，它的所有的反應主要是對國內的，所以它實際上是對國內自己的統治沒有信心。」
中共長期以來企圖以經濟發展來維持政權穩定。而利比亞是非洲最發達國家之一，盛產石油。據國際貨幣基金組織公布，2010年中國的人均GDP為4283美元，而利比亞人均GDP達到12062美元，接近中國的3倍。
外界評論指出，真正導致危機的根源是中東、北非和中共的專制獨裁體制，以及由此產生的政權腐敗、分配和社會不公等矛盾和衝突。而卡扎菲為維護獨裁統治，犯下屠殺人民的反人類罪行，將受到國際社會的裁決，則是中共領導人應當引以為戒的。

UN Sanctions on Gadhafi, Urging for Investigation
Upon learning that the Governor was coming to visit,
UN Security Council unanimously passed a resolution
on Feb. 26 to impose sanctions on Libya over
Gadhafi 』s brutal crackdown of Libyan protestors.
The allegations were sent to the International Criminal
Court in The Hague for investigation and
possible prosecution. Meanwhile, Libyan protestors
said they have controlled 80% of the country,
putting the regime at the verge of collapse.

Libya’s resigned Justice Minister Jalil,
declared on Feb. 26 to form an interim government
with military and civil leaders.

He called upon Gadhafi 』s followers to leave him to
